Summary:

Maintaining Golden Eagle Casino department specific policies and Golden Eagle Casino Anti-Money Laundering program, requires a knowledgeable and analytical Compliance Officer to design, implement and monitor such policies. This includes keeping these policies in line with current industry best practices, regulatory guidance, and regulatory requirements. The Compliance Officer is responsible for working with the management team to provide the risk management framework, oversee risk across the organization, and monitor and support the effectiveness of policies that are in place.

Essential Duties & Responsibilities:

• Ensure activities and operations of all department policies and procedures are in compliance with rules and regulations governing gaming and related areas
• Communication with tribal regulators, including serving as liaison when necessary between department managers and gaming commission

• Nurture and develop an open dialog with Kickapoo Tribe Gaming Commission and Golden Eagle Casino management team and team members.
• Develop, implement, and maintain Title 31 Anti-Money Laundering Compliance Program to ensure compliance with applicable Tribal, Federal and State gaming regulations. (Including new hire and annual training).
• Monitor, enforce, and maintain compliance program, policies and procedures in accordance with applicable laws and regulations.
• Monitors and coordinates property CTR/SAR process, to include team member new hire and annual training.
• Working with Human Resources, document, track, communicate and maintain personnel actions relating to training of Bank Secrecy and compliance.
• Performs follow up of internal / external audit findings as conducted by internal / external authorities (such as Minimum Internal Controls, Indian Health Services, and year-end financial audit).
• Conducts research in connection with forward-thinking compliance initiatives and programing.
• Review both new and proposed changes to existing rules and regulations.
• Working with department managers, monitor Golden Eagle Casino department policies and procedures in order to meet all applicable laws, regulatory compliance and best asset protection practices. (Follow-up to ensure corrective action is implemented in a timely manner).
• Draft, review and revise policies and procedures, training materials, etc. as needed.

• Following approved policies and procedures, all physical areas of the property except access to sensitive areas only when accompanied by Security; access to Surveillance is prohibited

Preferred Qualification:

• If not already achieved, ability to obtain (within probationary period) and maintain knowledge of:
  • Tribal State Gaming Compact between the Kickapoo Indian Tribe of Kansas on the Kickapoo Reservation and the State of Kansas
  • Money Laundering Control Act of 1986
  • All current requirements of BSA
  • Current Minimum Internal Controls
  • Kickapoo Tribe in Kansas Tribal Internal Controls
  • Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001 (USA PATRIOT Act)
  • Office of Foreign Asset Control (OFAC)
• Knowledge of slot and casino management systems
• Regulatory compliance or audit experience
• Policy writing experience

• Ability to uphold and demonstrate the highest level of integrity and confidentiality
• Ability to read and generally interpret gaming statutes, rules, and regulations
• Must possess ability to analyze information, situations, and procedures from an operational perspective, identify any relevant concerns, and provide input for situations that may arise
• Ability to manage multi-faceted projects to a successful conclusion
• Ability to respond to inquiries or requests from regulatory agencies
• Ability to effectively communicate policies and procedures to groups or individual team members of Golden Eagle Casino
• Ability to provide direction to and motivate team members
• Strong working knowledge of casino operations
