Summary:

Goldbelt is seeking a Project Manager for the anticipated, five-year, USAID-funded, Management Bureau, Office of Acquisition and Assistance, Professional Development Training Division (M/OAA/PDT) Co-Creation and Co-Design Training Services program. The program will develop and deliver a structured training program to cultivate a knowledgeable and capable Acquisition and Assistance (A&A) workforce that can utilize co-creation and/or co-design practices at any stage of the program and/or procurement cycle to further USAID’s mission and goals.

The Project Manager will provide overall leadership, technical direction, and oversight of day-to-day activity management. This position will be contingent upon award and is expected to be a full-time, hybrid role based in the District of Columbia.

Responsibilities

Essential Job Functions:

  • Manage all aspects of program activity including the performance, cost, and schedule of the project. Organize, plan, and direct all contractor support activities. Formulate and review deliverable items and ensure conformance with all prescribed standards and schedules.
  • Work with M/OAA/PDT leadership, program offices, and technical offices to support and respond to mechanism objectives, ensure mutual understanding of expectations, and adapt to emergent changes in the operating context.
  • Actively liaise and effectively communicate with USAID and key stakeholders.
  • Lead the technical supervision of all aspects of task order work, including staff/consultant identification and management, dissemination of information, and submission of reports and other task order deliverables, and ensure quality control for all tasks and functions.
  • Work with the prime contractor to oversee compliance and performance (financial, operational, technical, etc.) of the task order.
  • Supervise national and/or international staff and consultants and maintain a culture of teamwork.
  • Support the development and delivery of high-quality materials and presentations aimed at different audiences, including decision-makers.

Qualifications

Necessary Skills and Knowledge:

  • Strong understanding of USAID regulations, policies, and guidance related to acquisition and assistance.
  • Demonstrated ability to effectively interact with diverse stakeholders.
  • Superb interpersonal, communication, presentation, and facilitation skills.
  • Excellent organizational skills with the ability to coordinate multiple work streams, multi-task, and work well under tight deadlines.
  • Strong interpersonal skills and proven experience in building successful partnerships with business and technical groups.
  • Self-starter with ability to perform and lead work independently.
  • Structured problem solving
  • Advanced professional proficiency in written and spoken English.

Minimum Qualifications:

  • Bachelor’s degree in business administration, public administration, statistics, international development, social sciences, or another relevant field OR equivalent years of combined education and experience.
  • At least eight (8) years of progressively responsible experience within international development programming, with at least five (5) years of senior management experience successfully leading teams on donor-funded programs of similar size and complexity; USAID experience required.
  • Experience working on demand-driven programs, IDIQ mechanisms, co-creation programs, and/or buy-in mechanisms preferred.
  • Some travel may be required.
  • Ability to successfully pass a background check.

Preferred Qualifications:

  • Advanced degree in a related field.
  • Related certifications such as a PMP.

Pay and Benefits

Salary Range: $125,000 - $165,000 annually.
