This $300M contract encompasses agile transformation and integratingdozens of mission critical applications operating in a public AWS GovCloud thatis managed with a hyper-converged datacenter and is protected by a world classactive cyber defense solution.

 

Duties andResponsibilities:

We are seeking an experiencedProgram Manager responsible for the client’s successful product developmentsupport with an emphasis on agile, test-driven development, and continuousintegration methodologies to assist and enhance efforts to secure newapplications. The successful candidate will champion planning, coordination,and communication of the multidisciplinary/cross-functional teams responsiblefor delivering agile product development and defined subsystems, productsand/or services. The ideal candidate will work collaboratively with Governmentdesignated points-of-contact to define requirements, provide infrastructureenvironments, and deliver functional capabilities. The Program Manager will beresponsible for all necessary services, qualified personnel, material, andmethodologies as needed and approved by IRS to perform agile ITPortfolio/project, and development support services for digital/onlineapplications.

  • Manage and coordinate activitiesamong multiple teams
  • Managing multiple contractoperations, ensuring quality standards and work performance on all task ordersand projects; planning, organizing and overseeing work efforts; assigningresources; managing personnel; providing risk management; ensuring qualitymanagement; monitoring overall project and contract performance.
  • Ensuring senior level managementwithin the client organization, is aware of overall program status, includingall relevant projects and their potential impact on higher level organizationalstrategic vision, this may include subject matter and unique technicalknowledge.
  • Ensure that software solutionsdeveloped by the team conform to the software quality standards and fit therelevant application architecture specified, including the use of tools,platforms, techniques and design patterns.
  • Partner with Business Analysts,Enterprise Architecture as well as Security, Quality Assurance andInfrastructure teams.
  • Efficiently deliver Portfoliomanagement to include Portfolio initiation and long-term planning Strategy andcapacity planning, Product long-term release planning
  • Develop various programdocuments for new products or major changes to product such as requirementmanagement plan, Program or Project Charters; Program Test Plan, etc
  • Effectively manage all teammember resources allocated for the project
  • Ensure the certification andknowledge levels of project team personnel are always current and comprehensiveand that they can provide the highest level of professional assistance tocustomers
  • Plan the delivery of serviceslisted in the Statement of Work (SOW)
  • Develop a plan and schedule withthe customer for optimum delivery of project, to ensure integration of softwarewith existing infrastructure, systems and applications
  • Maintain progress reviews ofproject tasks and team member assignments
  • Establish/maintain projectmanagement processes to facilitate the successful execution and management ofinfrastructure related projects
  • Assist leadership in theidentification of program risk, and develop and implement effective riskmanagement strategies
  • Participates as a Subject MatterExpert in internal review of software components and systems
  • More often responsible to definethe scope, schedule and expectations for the work they execute or lead
  • Serve as the Primary Point of Contactwith all stakeholders, customers, and personnel overseeing contract deliveryactivities.
  • Serve as the Primary Point ofContact in the event of issues, questions, or concerns regarding performance forthe account.
  • Perform ongoing assessments ofcustomer requirements and Develop opportunities for project teamwork relativeto the following scope areas: Agile Portfolio/Program Management Operations(PMO), Systems Engineering & Architecture Solutions, Agile Delivery and DevOps,Cybersecurity, Testing, Agile Coaching, Agile Transformation, and SystemsOperations.
  • Serve in the capacity of projectmanager and subject matter expert to lead customers through successfullyimplementing or expanding their use of the processes put in place with projectimplementation following the structured implementation lifecycle, recommendedbest practices and within the traditional project constraints related to cost,time, quality and scope.
  • Responsible for the overallmanagement of the account and ensuring objectives & deliverables areachieved in a timely manner.
  • Prepares and presents reports,metrics, and account level statistics on schedule, costs, deliverables, risks,and risk mitigation strategies.
  • Identify business prospects to meet both short termand long-term business milestone objectives and will work closely with functionaland technical teams to determine customer and industry relationships requiredto grow market-share and scale the account.

Requirements

Basic Qualifications/Experience:

  • Bachelor’sDegree in a relevant major from an accredited college or university with 14 years of continuous and progressive experience
  • Candidatemust have good communication skills, strong interpersonal skills, and good oraland written presentation skills
  • Leadershipand technical experience should include the following: Agile Portfolio/ProgramManagement Operations (PMO), Systems Engineering & Architecture Solutions,Agile Delivery and DevOps, Cybersecurity, Testing, Agile Coaching, AgileTransformation, and Systems Operations.
  • Experienceas Technical Lead, Integrated Product Team (IPT) Lead, Systems EngineeringManager or other leadership role in a program office or business function withdemonstrated team building, organizational, and interpersonal skills
  • 10 years of Program Management, Project Management, or Account Management, experiencein the Department of Treasury, with preference given to direct service withinthe Internal Revenue Service (IRS).
  • Expertisesurrounding IRS systems, procedures, and technical stack.
  • Outstandingwritten and verbal communications skills to include organizational/timemanagement, presentation/deliverables, and team leadership.
  • Must demonstrateability to clearly speak to senior management, stakeholders, and customers.
  • TaskOrder writing and coordination experience, demonstrated understanding of costestimation and basis of estimate definition using Agile Development
Preferred Qualifications/Experience
  • Strongrelationships with IRS customers and ability to gain access to Treasurydecision makers.
  • Possess an in-depthunderstanding of the IRS organization and have strong working knowledge oftheir priorities, goals, and investments relative to Genesis’ businesspractices, capabilities, and offerings.
  • Agile Portfolio/Program Management Operations (PMO) experience within the IRS Digital Servicesplaybook and domains
  • Knowledge andexperience with Rational Team Concert as the primary software development collaborationtool for agile planning, process definition, source control, defect tracking,and build management
  • Experiencemanaging product development and software releases in development environments withRed Hat Linux, Jenkins, JBoss, Apache Maven, Selenium

Minimum Education:

  • Bachelor’s Degree and 7 years’ experience, or aMaster’s Degree and 10 years’ experience

Required Certifications:

  • PMP, CSM, ITIL, and/or SAFe(Certification would be a plus).

  • Must be US Citizen
  • Willingness to be on-site in New Carrollton(Lanham), Maryland
  • Willingness to travel and/or telecommute onoccasion depending on customer needs
