This is not a full time telework position

As a Child Care Program Manager, you will serve as a Regional Child Care Coordinator Program Manager, responsible for establishing, planning, promotion, coordination, implementation, monitoring and analysis of the Child Care Program within a geographic area.

Location of position : This position is being filled in Washington, D.C. and Atlanta, GA.

Duties

As a Child Care Program Manager , you will :

Oversee and coordinate, within a geographic area, any and all regional activities related to childcare and child care issues for the Child Care Center of Expertise (CoE).

Develop regional programs to implement childcare facilities in conformance with applicable policy, Federal regulations, GSA Directives and Federal, State and local childcare laws.

Provide interpretation of GSA national program policies and guidelines to the Agencies and region within the jurisdiction for which the employee is responsible.

Arrange to have needs assessment studies performed, analyzed and validated for assigned building or geographic locations with large federal populations.

Implement short- and long-range plans for child care centers where clearly supported by needs assessment studies. Provide expert advice and oversight in the establishment of employee non-profit organizations to supervise / contract with child care providers.

Keeps the CoE appraised of accomplishments, constraints, or problem areas requiring policy clarification. Monitor planned milestone events : such as, review of facility inventory, initial contact with agencies, needs assessment studies, assignment of space, administration of alterations, attainment of equipment, and coordination of facility opening.

Provide input in the design, construction, renovation, and initial operation of childcare facilities in new Federal facilities, or stand-alone centers, by reviewing plans for these centers and ensuring that they meet Federal, State and local child care standards.

As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.

g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021 or before appointment or onboarding with the agency (if later than November 22, 2021).

The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement.

If selected and you are a current GSA employee (except in the OIG), you are not required to show proof of full COVID-19 vaccination if this requirement has already been met.

Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area.

Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days.

At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agencys telework policy.

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Securitys e-Verify system for this.

Any discrepancies must be resolved as a condition of continued employment.

The GS-12 salary range starts at $89,834.00 per year in the Washington, D.C. locality.

The GS-12 salary range starts at $83,755.00 per year in the Atlanta, GA. locality.

S PECIALIZED EXPERIENCE :

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-11 in the Federal service.

Specialized experience is experience related to the operation of child care services and / or facilities. Knowledge of policies and regulations related to the operation of child care services and / or facilities including health, safety, facility requirements, and child care design standards.

  • Knowledge of the functions, methods and principles of program analysis necessary to develop and implement methods and studies to evaluate the effectiveness of the Child Care Program for the region.
