Position is Open Until Closed. Hiring pay range: $68,598.40 - $85,737.60Full pay range: $68,598.40 - $102,897.60SupervisionDirectly supervises the Vegetation Program Coordinator and performs appropriate training, delegation, and management. Executes supervisory responsibilities with fairness and accountability. Strives to manage and resolve conflicts and works with teams and staff to meet goals and expectations. Encourages training and development, actively coaching and empowering teams.
General Purpose Of JobDirect daily operations of County Vegetation Management Division by maintaining GIS data, controlling invasive and non-native plant species, communicating with landowners and various federal and state agencies, enforcing weed laws, and educating the public.
Essential Job Functions(These duties are illustrative of typical essential responsibilities of the job, and may vary according to assignment)Vegetation Program Administration
  • Develops, implements, and maintains County Weed Management Plan. Directs and participates in daily operations of county weed management program.
  • Ensures compliance with organizational policies and relevant Federal, state, and local laws, rules, regulations, codes and/or statutes.
  • Develops, modifies and enforces the Garfield County Noxious Weed Ordinance and ensures consistency with Colorado State Bill 24-031, Local Authority Enforce Violation of Noxious Weed Act.
  • Monitors ongoing noxious weed management efforts on local, state and federally-owned lands in Garfield County.
  • Ensures that noxious weed management efforts are concurrent with the latest recommendations and best management practices from the Environmental Protection Agency and Colorado Department of Agriculture.
  • Serves as a key participant in the Community Development planning projects application review process.
  • Develops and disseminates educational information to landowners and the general public in conjunction with other county government departments in regards to appropriate land management and stewardship efforts.
  • Serves as a main point of contact for the release of financial securities for county-wide Major Grading Permits, Subdivision Improvement Agreements, Pipeline Development Plans and some Special Use Permits.
  • Collaborates with other organizations to offer annual Pesticide Applicator Trainings and other workshops.
  • Collaborates with the Palisade Insectary under the Colorado Department of Agriculture to offer a county-wide biocontrol program to landowners with certain noxious weed infestations.
  • Establishes and oversees annual Intergovernmental Agreement with the Garfield-Pitkin Association of Conservation Districts to offer a countywide cost-share program and aid landowners with various land stewardship programs funded through a line item in the Board of County Commissioners budget.
  • Educates and informs the public of two annual noxious weed and tree management cost-share programs.
  • Assumes responsibility for Division program administration, implementation, and budgeting.
  • Serves as staff liaison to Garfield County Weed Advisory Board and its corresponding members from every municipality within the county.
  • Produces written educational materials for the media and the public.
  • Performs public speaking engagements to educate both public and private groups.
  • Establishes relationships with agency professionals, academic experts and conservation experts in Colorado who perform similar roles.
  • Initiates, develops, and participates in private/public partnerships related to vegetation management and environmental health issues.
  • Seeks revenue sources for programs through grant writing, partnerships, and cooperative agreements.
  • Serves as resource to public on land stewardship/weed management concerns.
  • Develops weed and pest management plans for homeowners, homeowner groups and land management agencies.
  • Responds to public complaints related to weed and pest infestations, corresponds with landowners to inform them of findings and advises them of management options.
  • Utilizes GIS data to establish database of weed infestations and for weed law enforcement.
  • Continuously improves Division processes and procedures to increase efficiency and effectiveness.
  • Assists Road and Bridge Director with short and long-term planning and budget preparation.
  • Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
  • Plans and conducts safety meetings and promotes and enforces safety regulations and policies within the working environment.
  • Ensures that individuals and team meet goals and provide highest level of service.
  • Drives vehicle to perform one or more essential functions.
