The incumbent is a contract Research Analyst for the Leadership and Management School (LMS), Crisis Management Training (CMT) Division. The Research Analyst position is interdisciplinary and requires the application of expert-level professional knowledge of and experience in the practice of diplomacy. Under the guidance of CMT leadership, the incumbent conducts research – including through diplomatic reporting, interviews, and open sources – to develop training content on “lessons learned” from crises from the perspective of overseas diplomatic missions and Washington policymakers. The incumbent will analyze diplomatic practice and work with the CMT team to develop case studies and other micro-learning tools. The ability to handle confidential material with tact and discretion is essential. As an expert foreign affairs practitioner, the incumbent ensures that his or her research and analysis meet the needs of Department of State personnel and the larger foreign affairs community by supporting the training efforts by the Foreign Service Institute.

Duties and Responsibilities:

• Identify potential crisis case studies for research.
• Research case studies using a combination of relevant sources such as diplomatic reporting, interview, open-source material, and internal policy reviews.
• Draft analytical case studies (expected delivery 3-6 months) focusing on lessons learned for crisis management in the context of overseas diplomatic operations.
• Develop and maintain professional contacts with relevant Department of State officials and other government agencies, as required.

Basic Qualifications:

• Bachelor’s degree and five years of professional experience in foreign affairs environment.
• Secret clearance required. The ability to handle confidential material with tact and discretion is essential.
• Advanced knowledge of Department of State functions, including overseas diplomatic operations.

Minimum Qualifications:

• Strong research, analytical, and writing skills.
• High level skills in Microsoft Outlook, Word, Excel, and PowerPoint; database and spreadsheet management experience required.
• Commitment to a collective and collaborative work environment, able to operate both as a member of a small team but also with wide latitude and independence.
• Be familiar with academic research standards.
• Advanced knowledge of the mission and functions of the Department of State, as well as other foreign affairs agencies, in order to frame course studies in the context of work situations diplomats might encounter.
• Must be able to favorably pass company and client background and security process.
