Duties

  • You will serve as an Operations Research Analyst applying knowledge of Anti-Submarine Warfare, Maritime Mining, Subsea and Seabed Warfare and Sea Based Strategic Deterrence programs.
  • You will serve as a Contracting Officer Technical Representative (COTR): Managing contractor supported analysis, studies. and products to assess the adequacy of deliverables.
  • You will review contract documentation related to operational and technical issues for mission objectives.
  • You will be responsible for analyzing current and future Undersea Warfare (USW) capabilities, researching, developing, and analyzing strategic and operational level campaign scenarios, real-world naval CONOPS and system employment.
  • You will utilize current analytic tools and leverage all applicable modeling systems and efforts.
  • You will review threat and own-force data for currency and accuracy in each analytic effort.
  • You will manage USW related studies for the USW Branch and N81 Analytic Agenda, to support Navy budgetary decisions.
  • You will solicit proposals for analyses and assessments that are aligned with the Analytic Agenda from Flag-level resource sponsors across the spectrum of Undersea Warfare related topics.
  • You will use advanced mathematical, statistical, and scientific techniques to perform complex quantitative analyses.
  • You will express ideas at the strategic level in writing and orally describing situations, problems, analyses, and conclusions in a clear and succinct manner.

  • You may be required to perform occasional travel to CONUS and OCONUS locations.

Qualifications

There is a Basic Requirement for the 1515 Operations Research Analyst series in the Federal Government. See the "Education" section of this announcement for more information.
In addition to meeting the Basic Requirement, your resume must also demonstrate at least one year of specialized experience equivalent to the next lowest grade (GS-13) in the private or public sector performing Operations Research Analysis using the systematic examination and development of alternative courses of action to define and clarify the advantages and disadvantages of available choices to provide decision makers with sound, scientific, and quantitative information as a basis for making decisions, and performing the following:
1) Applying of a wide range of qualitative and quantitative analytical and evaluation methods and techniques to identify and advise on programs and issues.
2) Applying advanced, analytical, mathematical, or statistical theories, principles, concepts, methods, and techniques to solve problems in need of immediate material solutions using statistical analysis; non-parametric analysis; modeling; simulations; decision theory; mathematical programming; regression analysis; and economic analysis.
3) Using expert knowledge and competence in the rigorous methods of scientific inquiry, mathematics, statistics, and other related scientific/analytical disciplines to manage performance/price model accreditation.
4) Analyzing current and future capabilities, researching, developing, and analyzing strategic and operational level campaign scenarios, real-world operations, and system employment.
5) Utilizing current analytic tools and leverage all applicable modeling systems and efforts.
6) Soliciting proposals for analyses and assessments that are aligned with the Analytic Agenda from resource sponsors across the spectrum of related topics and ensures that approved analyses are tasked appropriately.
7) Using advanced mathematical, statistical, and scientific techniques to perform complex quantitative analyses.
8) Expressing ideas at the strategic level in writing and orally describing situations, problems, analyses, and conclusions in a clear and succinct manner.

Education

There is a Basic Requirement for the 1515 Operations Research Analyst series in the Federal Government. In order to meet the Basic Requirement you must possess:
A Degree: in Operations Research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/). Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
