Position Objective: The APO DoD CAC/PKI Program Manager (PM) is responsible for overall performance of the work, achieving performance standards, workforce management, customer satisfaction, contract compliance and quality control. As such, the PM shall have full authority to act for GAP Solutions on all contract matters relating to daily operation of this contract.

Duties and Responsibilities

• Overall responsibility over plans, strategies, employee management, and monitoring and controlling activities to effectively support the APO DoD CAC/PKI program and stakeholders at all locations.
• Serve as the main customer point of contact with the COR, Army Project Office (APO), and stakeholders involved in the DoD CAC/PKI program.
• Provide support for development and execution of contractor workforce to operate as an integrated team.
• Provide management support to APO operations in accordance with HSPD-12, DoD Instruction (DoDI) 1000.13, and AR 600-8-14. Ensure that the Army’s CAC/PKI programs are being successfully implemented, operated, and sustained in accordance with these primary directives, instructions, regulations, and guidelines.
• Provide daily updates on current high visibility problematic ID card issues to the COR-RA. The Contractor shall identify the issue(s), outline current impact(s), identify location(s) impacted, outline plan of action to resolve the issue, and provide status of action(s) to bring issue to resolution.
• Manage DEERS/RAPIDS infrastructure support to contingency operations worldwide.
• Manage the APO CACMAT initiative – responsible for CACMAT day-to-day operations to include planning, notifying, preparing, conducting, and analyzing results of all site assessments.
• Work with corporate resources and functional departments to ensure effective delivery in services including recruitment, human resources, quality assurance, and contracts.
• Direct subcontractor points of contact and effective oversight of subcontractor workforce.
• Maintain overall program quality control.

Basic Qualifications:

• Bachelor’s Degree in business, management, or a related field is required.
• Minimum of 10 years of experience as a program or project manager over Army or government contracts or programs.
• Extensive knowledge of the APO Dod CAC/PKI program.
• Knowledge and experience with the APO Dod CAC/PKI requirements and disciplines.
• Prior experience managing large programs.
• Speak, read, and comprehend English to the extent that you can read and understand printed regulations, detailed written orders, operating procedures, training instructions and materials and perform the duties assigned.
• Must be able to successfully pass the customer and government security process.
• US Citizen
• Valid passport
• Travel 25%.

Minimum Qualifications: 

• 10 years of experience as a program or project manager over Army or government contracts or programs is preferred.
• Experience managing a CONUS/OCONUS team preferred.
• Exceptional leadership and stakeholder management skill and ability.
• PMP certification is preferred.
