GAP Solutions, Inc. is Hiring an Instructional Designer Near Atlanta, GA

Position Objective: To provide support for the CDC’s Office of Readiness and Response (ORR) - Division of Emergency Operations (DEO) related to establishment, implementation, execution, and maintenance of the public health emergency responder coordination programs, also known as CDC Ready Responder. The goal for this project is to have a fully designed training plan to allow for agency preparedness and response readiness, before an activation happens. Training frequency will vary depending on category of training. General Responder Training, once fully designed, will be delivered prior to a response activation to all cadres and role-specific types. Refresher training should occur, after a certain period of time, to ensure responders retain the

information. Role-specific training will be managed the same way, in advance of an activation, to ensure readiness.

Objectives include:

  1. Development, revision, maintenance, and delivery of operational and role-specific training for CDC staff who are rostered into discipline-specific cadres and fill specific roles during emergency responses;
  2. Planning, updating, adjusting, maintaining, and documenting processes necessary to support the administration and utilization of responder cadres, as well as mapping of such processes to guide enhancements to operations supporting responder coordination activities; and,
  1. Strategic planning and communication support for identifying, managing, and training emergency responders.

Duties and Responsibilities:

Develop a Systematic Training Plan

Assist with the development of a systematic training plan, to include an operational timeline to map out the training requirements and the development of required training for the CDCReady Responder program. It is anticipated that this task will take six (6) months to accomplish. For this task, at a minimum, the following activities shall be conducted and included in the plan:

  1. Assess response-role requirements, training materials, and approaches for the development of the training plan, for approximately fifteen (15) cadres and provide a proposed Operational Timeline. Each cadre shall include specific roles to be identified in collaboration with CDC. Below is a list of cadre examples:

i. Behavioral Science

ii. Data and Application

iii. Epidemiology/Surveillance

iv. Infection Prevention and Control

  1. Evaluate potential mode(s) of training delivery that can be accessed virtually and on-demand, using the existing HHS Learning Management System (LMS)
  2. Develop and provide an initial proposed cadence for training delivery.
  3. Identify perishable skills (trainings) for the responder role(s). This is for training that should be taken yearly or on-demand, as refreshers or prerequisite courses, for skills/systems easily forgotten while not deployed.
  4. Utilize best practices and past CDC training assessments for training models to develop a training plan.
  5. Utilize best practices and lessons learned from existing training programs to inform develop a CDC faculty instructor training plan. CDC anticipates that CDC staff will deliver training once developed.
  6. Utilize best practices to build in an evaluation component into the training plan, including usability testing of training materials, and the creation of a logic model, to inform development of responder trainings.

General Responder Curriculum Development

Provide support to ORR/DEO to develop the basic emergency responder general training required for all responders. The Government estimates this task to take eight (8) months to complete. For this task, the following activities shall be conducted:

  1. Conduct an inventory of existing basic responder training, across centers, institutes, and offices in the agency, to identify the gaps to inform further curriculum development for basic responder training. The training plan shall utilize this inventory to determine if the current training available needs modification or if new training should be developed.
  2. Adapt up to six (6), thirty (30) to forty-five (45) minute long, previously developed Emergency Operation General Responder trainings, pre-defined by CDC, to on-demand learning.

Role-Specific Curriculum Development

Provide support to ORR/DEO for the development of role-specific curriculum. Government estimates this task will take eight (8) months to complete the curriculum for a single role. This task can be exercised up to ten (10) times. If ORR/DEO funds the development of multiple role-specific trainings through this Task, support for those trainings will be developed simultaneously. For this task, the following activities shall be conducted:

  1. Create appropriate training modality established in the training plan.
  2. Develop role specific curriculum to include activities and training materials.
  3. Support ORR/DEO preparation for facilitation and monitoring of faculty training roster to support the specified training modality.
  4. Assess training modality, content of curriculum, and facilitation and composition of faculty and implementation.

Basic Qualifications:

  • Minimum Education Requirements:
    • Bachelor’s degree w/ 8 years of relevant experience; or
    • PhD w/ 4 years of relevant experience; or
    • Master’s degree w/ 6 years of relevant experience; or
    • Associate’s degree w/ 10 years of relevant experience; or
    • No degree w/ 12 years of relevant experience
  • U.S. Citizenship

  • Ability to quickly learn and integrate new tools and technologies to meet customer needs
