The Opportunity: 

The Program Manager is responsible for overseeing and managing all aspects of bond-funded construction projects on behalf of owner/client in the education sector. This role requires a high level of expertise in program management, project management, construction processes, and contract administration. The Bond Program Manager serves as the primary point of contact for the school officials, governmental agencies as well as various other stakeholders (architects, engineers, contractors) to ensure that projects are delivered on time, within budget, and to the required quality standards. The role will lead a program team and will provide leadership and guidance, fostering a collaborative and high- performing work environment.

What You Will Do Essential Responsibilities:

The following are intended to be examples of the responsibilities for the person in this role. This position description is not intended to be complete or all-inclusive and does not preclude management from assigning other or related functions if such functions are a logical assignment for the position.

  • Serves as subject matter expert on Gafcon Project Management Policies and Procedures.

  • Oversees program team to develop and implement a comprehensive project plan, including timeline, deliverables, and resource allocation.

  • Acts as primary point of contact for educational institutions, governmental agencies, and other stakeholders involved in bond-funded projects.

  • Facilitates regular communication and collaboration to ensure clarity of project objectives, milestones, and expectations and develops executive reports for stakeholders.

  • Manages the financial aspects of bond programs, including budget development, monitoring, and forecasting.

  • Works closely with finance teams to ensure accurate tracking and reporting of program expenditures, ensuring compliance with bond program regulations.

  • Develops funding strategies for each of the projects within a program, including leveraging funds with state match grants, private grants, and identifying non-profit partners, etc. Resolves or reduces cost overruns by performing value engineering.

  • Manages and negotiates contracts with contractors, suppliers, and vendors. Ensures compliance with legal, regulatory and contractual requirements in all program documentation.

  • Evaluates program effectiveness and suggests enhancements, focusing on reporting and procedural enhancements.

  • Collaborates on policy development for program, including funding, appropriation requests, and program enhancements.

  • Implements quality assurance processes to ensure that construction projects meet established standards, codes, and regulations.

  • Conducts regular site inspections and quality assessments to identify and addresses any issues affecting project quality and safety.

  • Identifies potential risks and obstacles that may impact project delivery and develop strategies to mitigate them effectively. Regularly monitors project progress and identifies any deviations from the plan.

  • Resolves technical contract-related disputes and issues in collaboration with client representatives.

  • Promotes open and regular communication and fosters positive working relationship between owner/client, architects, engineers, and other project-related entities to ensure projects are completed with minimal disruption and/or delays.

  • Coordinates and facilitates meetings with stakeholders, including owner/client representatives, design professionals, contractors, and regulatory authorities.

  • Prepares and presents program reports, financial summaries, risk assessments, presentations, and documentation to stakeholders and executives.

  • Represents owner as program lead in public forums and meetings. 

  • Develops resolution to complex technical problems where intricate situational and data analysis is required.

  • Responsible and accountable for Gafcon contract for staffing, revenue, P&L, risk. 

  • Communicates organizational needs, oversees staff performance to provide guidance, and support for individual development needs.

  • Monitors industry publications, news sources and online platforms to gather information and stay apprised of industry and market trends.

Secondary Responsibilities:

  • Completes special projects on an as needed basis.

  • Serves as a seller-doer and participates in business development efforts in collaboration with Marketing and Business Line Leader.

  • Prepares and presents as subject matter expert in GafCollege or other industry associations. 

  • Maintains professional development through Gafcollege attendance, professional organization memberships, continuing education, professional registration, and certification achievement.

  • Works proactively and continuously evaluates the organization’s competitive position and identifies innovation or solutions. 

  • Other duties as assigned.

Qualifications and Requirements:

  • Bachelor’s degree in architecture, engineering, construction management, or related field is preferred. An equivalent combination of education and experience may be substituted.

  • 10-15 years in design and/or construction with 5-7 years working as a Bond Project Manager in multiple and/or large complex projects.

  • 5 years’ experience managing programs in public or education agency with full responsibility for coordinating complex projects.

  • Advanced knowledge in educational facility construction and Division of State Architect (DSA) required. 

  • Advanced knowledge of construction drawings and specifications to ensure compliance with construction/project requirements.

  • Advanced knowledge and application of master planning, project development, all phase management, construction estimating, construction schedules, budget management, project controls, document control, engineering/construction principles, contracts, and experience with various delivery methods are required.

  • Demonstrates discernment and critical thinking skills in assessing situations, information and decision making. Identifies and differentiates between relevant and irrelevant information, focusing on key factors and priorities. 

  • Strong ability to communicate effectively in written and verbal forms. 

  • Outcome driven and timely with decisions.

  • Anticipates and resolves project design and construction challenges or issues, prioritizes the critical issues on projects, and works toward project beneficial solutions.

  • Possesses strong leadership skills, including the ability to delegate, exhibit confidence, inspire and motivate others, maintain respect and trust.

  • Maintains composure and objectivity in high-pressure or ambiguous situations, making rational decisions based on available information and expert knowledge.

  • Background in strong working knowledge of MS Office and program management information system(s).

  • Professional certifications (e.g., DBIA, CCM) are desirable.
