FYI-For Your Information, Inc. is Hiring a Workforce Analyst (Job Analysis and Hiring Assessments) - Part Time Near Washington, DC

The Workforce Analyst (Job Analysis and Hiring Assessment) will provide Human Capital and Strategic Workforce Planning specific to job analysis and hiring assessment and program development, project management, coordination, training, qualitative and quantitative data analysis and studies, in accordance with current Federal and the National Credit Union Association (NCUA) Human Resources laws, regulations, and policies.

In this key role you will conduct qualitative and quantitative workforce analyses and advisory services; develop strategic workforce and succession plans; operate an Agency-wide strategic workforce planning program; and develop job analyses and hiring assessments to facilitate improvements in recruitment and hiring service delivery. Initiatives include conducting organizational and Mission Critical Occupation (MCO) Workforce Planning studies and supporting human capital Staffing and Classification functional programs to improve understanding of the positions and competencies that are critical to supporting the NCUA’s mission and business strategy, and to improve targeting of talent management investments and strategies to mitigate risks and talent gaps.

Day to Day Responsibilities include:

  • Review position descriptions (PDs), conduct strategic conversations with HR Staffing and Classification Specialists, Hiring Managers, and/or functional SMEs, and develop Job Analyses, MCO and other occupational hiring and competency development assessment tools, and Executive leadership criteria, screening, and development assessment tools.
  • Identify major competencies and group duties into major skill sets that will be used to rate and assess applicants. All competencies must be directly related to the duties of the applicable PD (e.g., MCO, Executive Leadership).
  • Ensure specialized experience requirements are concrete, valid, and measurable to support accurate determinations of minimum qualification requirements or development needs.
  • Develop questions to identify the best qualified candidates, who must be above the minimum qualification requirements. Questions should measure skill or competency level, gaps, and distinguish best qualified from minimally qualified candidates.
  • Work with the Hiring Manager to create the Job Analysis and Hiring Assessment questions. Assist by providing samples and feedback to aid the Manager in the development of the tools.
  • Work with the Hiring Manager to create the Job Analysis, Hiring Assessment, Executive leadership screening, and/or development questions. Assist by providing samples and feedback to aid the Manager in the development of the tools. Build the Job Analysis, Hiring Assessment, and/or Competency Development tools and send to the Manager for review.
  • Collaborate with the Manager and HR Staffing Specialist to develop the final documents. Obtain final concurrence from the Manager, provide tools to the HR Staffing Specialist, and send a copy to the Manager for his/her records.

Required skills and qualifications:

  • Bachelor’s Degree.
  • A minimum of 12 years progressive human resources experience, preferably in a federal agency or as a federal contractor.
  • A minimum of 5 years’ experience developing comprehensive job analyses and hiring assessment tools to identify best qualified candidates, measure skill or competency level, and distinguish best qualified from minimally qualified applicants.
  • A minimum of 5 years’ experience conducting assessments of human capital data that include MCO skill set and competency metrics to advise and train Human Resource Specialists on criteria methods for developing effective applicant screening tools to improve the quality of applicants referred for positions.
  • Demonstrated experience with MS Office Suite – PowerPoint, Word, and Excel.
  • Highly Desired – Exceptional organizational and planning skills.
  • Highly Desired – Excellent communication skills with the ability to communicate across all levels of the organization.
  • Highly Desired – Previous experience managing or influencing work of other.
  • Ability to maintain or obtain Public Trust Clearance.
