Frederick County Government is Hiring a Lead Maintenance Technician (HVAC) - Water and Sewer Near Frederick, MD

Non-exempt; full time; 40 hours per week; Monday - Friday; 7:00 a.m. - 3:30 p.m. ; full benefits
This technical and supervisory position is responsible for the installation, maintenance and repair of mechanical systems and equipment throughout Division of Utilities and Water and Sewer buildings and facilities. Supervision is given to Maintenance Technicians, private contractors and other water and sewer staff. Supervision is received from Facilities Maintenance Supervisor.

  • Establish overall work objectives for staff; assign, coordinate, review and evaluate work performance; complete performance evaluations, administer employee disciplinary actions
  • Supervise, approve leave, and time sheets
  • Preform repair, maintenance, inspection and testing of HVAC systems 
  • Monitor building and project budgets, assist with department budget process
  • Prepare and/or assist with price proposals (RFPs or IFBs) for procurement of materials and or services
  • Prepare and/ or assist with providing cost estimates for repairs, installation and maintenance of assets and equipment, in particular HVAC systems 
  • Oversee the maintenance and repair of DWSU facilities including HVAC systems ensuring that work complies with OSHA and MOSH safety guidelines
  • Work with, monitor and supervise the work of outside contractors as necessary
  • Inspect jobs and estimate the amount and type of materials needed
  • Coordinate building projects around various schedules
  • Implement and maintain preventive maintenance procedures on facilities equipment and structures; perform work in accordance with the a preventive maintenance program
  • Perform maintenance, repair and maintain proper operation of mechanical systems
  • Assist with establishing and or modifying a preventive maintenance program for mechanical equipment
  • Perform and assist with daily maintenance tasks at DWSU Facilities
  • Respond to maintenance and construction issues as they arise
  • Inspect, repair and certify building mechanical systems
  • As needed, drive County vehicle to worksites
  • Perform other duties as required

  • High school graduation or the equivalency
  • Minimum 6 years progressively responsible work experience in the installation and maintenance of a mechanical trade
  • Possession of an active Maryland Master HVAC/HVACR trade license
  • Possession of a valid automobile operator's license
KNOWLEDGE / SKILLS / ABILITIES:
  • Ability to maintain County Authorized Driver privileges
  • Considerable knowledge of the methods and techniques, materials, tools and equipment used in the installation and repair of mechanical systems
  • Knowledge of local, state and federal building codes, including IBC and NFPA guidelines
  • Knowledge of construction practices and methods used for mechanical installations and replacements
  • Working knowledge of materials, methods, tools and techniques used in the repair, maintenance and installation for mechanical systems
  • Knowledge of hazards associated with maintenance and construction work in the mechanical trade field and the ability to recognize and employ appropriate safety measures
  • Ability to accurately diagnose mechanical problems and make appropriate repairs
  • Ability to effectively read and interpret plans and specifications
  • Ability to effectively estimate materials costs and labor hours, and to accurately prepare related forms and reports
  • Ability to effectively organize and prioritize work, direct the work of others, and work with limited supervision
  • Ability to develop and maintain effective working relationships with co-workers, contractors, upper management, appointed and elected officials as well as the general public
  • Strong and effective spoken and written (English) communication skills
  • Ability to learn and effectively use specialized construction and procurement software applications
PREFERENCE MAY BE GIVEN FOR:
  • Supervisory work experience
  • Experience using Microsoft Office Suite
  • A college degree in a related field of study
PHYSICAL REQUIREMENTS / WORKING CONDITIONS: 
  • While working in this position, the employee is required to frequently sit, walk/move, climb, stoop/kneel, crawling, lift up to 20 pounds, lift between 20-50 pounds, push up to 40 pounds, pulling up to 40 pounds, reaching, making repetitive motions and driving; rarely lift over 50 pounds, pushing over 40 pounds and pulling over 40 pounds
  • While working in this position, the employee is required to frequently work indoors, outdoors, work in dirt, dust, noise, work in confined spaces, work at heights, work below ground level, near machinery, chemicals or fumes, and required to wear protective equipment; occasionally walk on uneven ground, work in hot temperatures above 100 degrees, work in cold temperatures below 32 degrees; rarely exposed to infectious diseases 
  • Available for varied working hours as needed and available for on call emergency situations
  • All current licenses must be maintained throughout employment and on file with the County and City for the purpose of obtaining permits for County work
