Fluor is Hiring a Counsel Near Arlington, VA

Responsibilities include working closely with Mission Solutions management, business development, and project personnel, prime and sub contract managers, Law Department personnel and other business professionals to provide legal advice and counsel on a variety of disputes related to management and oversight contracts with the United States Government and contracts involving engineering, procurement, construction scopes of work. . The role will require the successful candidate to manage Mission Solutions litigation and outside counsel, including development of case strategy and budgets, and to provide advice and counsel regarding various state and federal business laws and regulations, including the Federal Acquisition Regulation and related agency regulations; audits and cost accounting issues; subcontracting, including socio- economic programs; issues involving teaming, joint ventures, mergers, acquisitions and divestitures. Position reports functionally to Fluor’s Senior Vice President, Law (Dispute Resolution) and will be within the Mission Solutions Law Department organization that reports to Fluor’s Senior Vice President, Law (Mission Solutions).• Accredited professional law degree based on country requirements and five (5)years of work-related experience; a professional license, certification, or registration that may be required in order to practice law in the applicable jurisdiction; some locations may have additional or different qualifications in order to comply with local requirements• Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors • Job related technical knowledge necessary to complete the job • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines • Ability to attend to detail and work in a time-conscious and time-effective mannerThe candidate must possess a Juris Doctor degree from an accredited U.S. law school and be admitted to practice in a state or the District of Columbia and eligible to become a member of either the District of Columbia or the South Carolina Bar in full or limited status. The candidate shall have at least five years of legal experience with a law firm, U.S. government agency, or corporate legal department, a stable job history and a strong academic record.Experience with either Department of Defense or Department of Energy contracts is highly desirable. An LL.M. in Government Procurement Law is desirable. The candidate shall have superior analytical skills, excellent communications skills, strong interpersonal and leadership skills, a demonstrated capability to think clearly and quickly under pressure, and the composure to satisfy multiple and often competing interests.The position requires a practical working knowledge of federal procurement law. The candidate should have significant experience in three or more of the following areas:1. Contract Formation – Federal source selections, preparation of proposals, advising capture teams, and assessing contract risk.2. Contract Administration – Application of government cost accounting standards, preparation of requests for equitable adjustment, and resolution of performance issues.3. Compliance – Post government employment restrictions, mandatory disclosures, corporate self-governance, investigations, export controls, and ITAR compliance.4. Litigation – Bid protests, contract claims, alternate disputes resolution, and commercial litigation.5. Transactional – Drafting and negotiating teaming agreements, subcontracts, and operating agreements.
