Federal Bureau of Investigation (FBI) is Hiring an Instructional Systems Specialist Near Quantico, VA

Position: Instructional Systems Specialist, GS - 1750 - 13

Division: Training

Location: Quantico, VA

Working Hours: 8:15 a.m. - 5:00 p.m.

Salary: GS 13- $112,015.00 - $145,617.00

Full Performance level: GS-13

Number of Positions Available: 1

Duration: Full Time/Permanent

Mission Statement:

The mission of the FBI is to protect the American People and uphold the Constitution of the United States.

Major Duties :

  • The Instructional Systems Specialist (ISS) applies knowledge of learning theory and the principles, methods, practices and techniques of instructional design to lead highly complex and challenging activities involving the development of instructional design standards and structure across the Advanced Training Program curriculum.
  • ISS applies skill to develop training courses for a complex workforce, develops new and innovative approaches to support and improve the instructional effectiveness of training materials, including identifying learning objectives, and aligning objectives with training content and assessments.
  • Applies new instructional System Design Methods and technologies such as experiential learning (gaming/simulation); blended learning (e.g., Blackboard) to develop and/or maintain training material and curricula and to analyze and study technical training programs.
  • Makes recommendations for the best modality for the training content. Uses learning content management system software technology to revise existing instructional courses, and to develop new training activities.
  • Performs project management duties to include scheduling and facilitating project meetings, maintaining project timelines, and managing training development teams that include subject matter experts, content developers and other necessary project team personnel. Plans and executes project assignments with multiple deadlines, and coordination of various milestones with management and staff.
  • Confers with management and key operating personnel to discuss factors pointing to training needs, problems, and the goals of training. Reviews training programs through analysis of various sources such as, but not limited to internal training reports, policies, and focus group/working group feedback.
  • Contacts are internal and external and include representatives from FBI Divisions, Other Government Agencies (OGA), state and local law enforcement, and the Intelligence Community. The Specialist often represents the FBI as a principle point of contact to provide advice and guidance on instructional design standard development. Consults with subject matter experts to design and develop training materials.

Positive Education Requirement

Basic Requirement:

All degrees must be from an accredited college or university. All applicants must verify completion of the basic requirement by submitting a copy of college transcripts by the closing date of the vacancy announcement.

Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements.

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled.
The course work must have included study in at least four of the following five areas:

  • Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  • Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional 6 effectiveness.
  • Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  • Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  • Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Education completed in foreign colleges or universities may be used to meet the above requirements provided you can show foreign education is comparable to that received in an accredited educational institution in the United States.

In addition to meeting the Basic Education Requirement, the selectee must meet the following Specialized Experience.

Specialized Experience (SE): Applicant must possess at least one (1) year of specialized experience equivalent to the GS - 12 grade level.

SE is defined as follows:
  • Knowledge of instructional design, adult education, and training guidelines/requirements.
  • Experience developing large-scale application/field training exercises that simulate real-world operations and/or conditions.
  • Experience developing instructional products to include conducting training needs analysis, task analysis, identifying learner characteristics, writing learning objectives, and applying instructional strategies
  • Experience conducting training evaluation, including developing written and performance tests and survey instrument, and conducting level 3 evaluation.
  • Experience leading projects through all phases of the training development process
