ESSENTIAL PERFORMANCE REQUIREMENTS AND FUNCTIONS:

Required Competencies/Skills:

  1. Healthcare and Human Services Environments: Ability to explain issues and advancements in the healthcare and human services industries.

Agency Functions: 

  1. Community and Customer Service - Increase client access, enrollment, and satisfaction of program resources by creating wraparound services, recruitment, and surveying strategies.
  2. Internal Processes - Use agency and program data to track clients through different agency programs to gauge resiliency and outcomes of participating families.
  3. Learning and Growth - Strengthen staff and client well-being by addressing the social determinants of health: Economic Stability, Education, Health and Healthcare, Neighborhood supports, Social and Community Engagement.

Essential Functions: 

  1. Devote attention, ensure compliance, and insert innovative process in the area of quality improvement in infant/toddler care, early child care centers and school age children.
  2. Provide early childhood evaluations, observations and assessments for both teachers and children.
  3. Provide training, mentoring or coaching in a child-focused environment.
  4. Educate target groups, policy makers, leadership and the community at large regarding specialized education, awareness and program issues.
  5. Act as liaison and consultant with key stakeholders, community groups, and targeted service recipients and families providing necessary information and education services.
  6. Coordinate and implement presentations and workshops, community fairs, seminars, and other events giving high visibility to the program and its goals.
  7. Research literature and existing local, state and national programs to obtain sound information on best practices, other funding sources, new training and education methods, and incorporate research findings in materials and curriculum to be delivered to various educational settings and groups.
  8. Assist in taking the lead in the design, development, selection, evaluation, organization and maintenance of educational materials.
  9. Coordinate, schedule and implement presentations and workshops, community fairs, seminars and other events that provide visibility for various educational/training opportunities that the agency provides.
  10. Assist with the collection and oversight of data and service questionnaires/surveys and the completion of data and contractual tracking through client track and other tracking systems required by contract and agency.
  11. Maintain participant educational records to include sign-in sheets, contact records, files and maintain database entries accurately to prepare and generate agency and stakeholder required monthly, quarterly, and annual statistical reports.
  12. Implement a calendar/communication tool that effectively articulates scheduled activities, educational seminars and agency training commitments to ensure the most efficient use of time and agency resources.
  13. Collect and review required project documentation including visit reports, monthly reports, monthly coaching schedules, sign in sheets, requstions etc. Submit documentation as required by grant established timelines.
  14. Attend all agency, program and staff meetings and/or trainings as required.
  15. Maintain good relationships with clients, stakeholders (including current and potential clients, community and co- workers), focusing on providing excellent and culturally sensitive customer service and presenting a positive image of the agency in all community and stakeholder interactions.

Agency Responsibilities: 

  1. Attend agency, program and Head Start Center staff meetings and/or trainings as required.
  2. Maintain good relationships with stakeholders, current and potential Head Start children and their families, community and co-workers, focusing on providing excellent and culturally sensitive customer service and always presenting a positive image of the agency.
  3. Maintain a working environment which encourages mutual respect, promotes respectful and congenial relationships between employees and is free from all forms of harassment. 
  4. Perform other duties as assigned, including presentations to community groups and organizations, in accordance with the agency’s “team” philosophy.

Qualifications:

Education/Training/Experience:

  1. Bachelor’s degree in early childhood development, social work, psychology, education or related field; with a minimum of five (5) years of related experience in an early childhood setting.
  2. Understanding of Texas Pre-kindergarten Guidelines, Head Start Child Outcomes, and Child Care Licensing Standards.
  3. Knowledge and understanding of early childhood Texas Rising Star certification guidelines, minimum standards of Texas Childcare Licensing, NAEYC Accreditation procedures and Child Development Associates Credential (CDA).
  4. Knowledge of early childhood environment assessment tools.
  5. Willingness and ability to obtain and maintain CLASS Assessor Certification as a condition of employment.
  6. Fluent in English and Spanish (read, write, and speak) desirable. 
  7. Working knowledge of technology (Internet, Microsoft Word, Excel, videotaping, uploading, etc.)
  8. Access to a vehicle for travel between sites; ability to travel to sites in Texas for training and project coordination.
  9. Staff will be required to submit proof of their vaccination status or may request to be exempt from vaccination due to a religious and/or medical accommodation. 
  10. Certificate or license, as applicable, by the appropriate State agency as a qualified practitioner.
  11. State of Texas vehicle operator’s license and proof of liability insurance.
