Salary: This is a full time 12-month position at 232 days with an annual salary of $61,000.00. Job Title: Education Specialist: Special Education Division/Department: Academic Service / Special Education Reports To: Coordinator of Special Education Job Summary (Primary Purpose): Provide coaching, technical assistance and training to Region 13 clients for the development and implementation of programs to improve the performance of students with developmental disabilities or complex access needs, ages 3-21. Required Qualifications (Knowledge, Skills, & Education/ Certificates):
Bachelor’s Degree
Texas Certification in Special Education or license or certification for field
Five (5) years recent special education teaching or related experience in a school setting working with students with developmental disabilities or complex access needs
Strong communication and presentation skills
Extensive knowledge of best practices in programming for students with developmental disabilities or complex access needs
Extensive knowledge of strategies for improving academic performance of students with developmental disabilities or complex access needs
Extensive knowledge of accommodation and modification of curriculum, instruction, and assessment to support access to the general curriculum for students with developmental disabilities or complex access needs
Knowledge of federal and state laws, regulations, and rules
Knowledge of Texas Essential Knowledge and Skills (TEKS) and prerequisite skills
Knowledge of systematic planning using data to determine needs and results
Excellent planning, organizational, and time management skills
Skill in negotiating and clarifying information
Ability to maintain effective working relationships and working as a member of a team
Ability to communicate effectively verbally and in writing, to handle numerous daily detailed assignments with a minimum of time and supervision
Master’s Degree in Special Education, Speech-Language Pathology or related field
Experience supporting or coaching staff in implementing evidence-based instructional strategies
Experience developing and conducting presentations for small and large groups
Experience developing, writing, and producing written or video professional development materials i.e. blog posts, instructional videos, newsletters, etc.
Experience in self-directed work
Major Job Responsibilities/Essential Function:
Serve as a representative of ESC Region 13, displaying courtesy, tact, consideration and discretion in all interactions with other members of the educational community and with the public
Provide coaching and technical assistance to ESC Region 13 clients in the areas of developmental disabilities or complex access needs
Collaborate with and actively participate with ESC Region 13 teams to improve student performance and to meet the established goals and objectives of ESC Region 13 and TEA
Collaborate with other staff members to ensure well-articulated and coordinated services in the area of inclusive programming for children with developmental disabilities or complex access needs
Develop and conduct presentations and training to include alternate delivery models for small and large groups; contract and negotiate with outside consultants regarding needed training, develop needed resource materials related to instruction of students with developmental disabilities or complex access needs
Develop, write, and produce written or video professional development materials for teachers, administration, related service providers, and more
Develop, manage, and evaluate program plan and budget; conduct project evaluation activities; evaluate training activities using appropriate data collection and analysis procedures
Collect and analyze local education agency (LEA) and regional performance data, PEIMS data, and other data, as needed.
Provide up-to-date information to LEAs regarding developments, initiatives, and priorities at the federal, state, and regional level in special education
Participate as a member of Statewide networks on an as needed basis and serve as liaison with other agencies, regional education service centers, professional organizations and colleges and universities on issues relating to special education instruction
Assist LEAs in using data to maintain ongoing documentation of outcomes and to develop long term planning systems
Perform other duties as assigned
