EDF Renewables North America is Hiring a Director or Sr. Director Offshore Project Controls [Hybrid] Near Brooklyn, NY

Scope of Position

EDF Renewables North America is a market-leading independent power producer and service provider with over 35 years of experience. We deliver grid-scale power: wind (onshore and offshore), solar photovoltaic, and storage projects; distribution-scale power: solar and storage; asset optimization: technical, operational, and commercial expertise to maximize the performance of generating projects, and onsite solutions, through the Company’s PowerFlex affiliate, offering a full suite of onsite energy solutions for commercial and industrial customers: solar, storage, EV charging, energy management systems, and microgrids.

This role may be filled as a Director Offshore Project Controls or Sr. Director Offshore Project Controls depending on experience.

Pay Range for Director - $144,525 to $240,875 annually

Pay Range for Sr. Director - $162,252 to $270,875 annually

The Director/Sr. Director Offshore Project Controls is responsible for managing the Atlantic Shores Joint Venture Project Services team, including interfacing with Project Teams, Permitting Teams, and Bid Teams to manage cost estimation, planning and schedule control, risk management, information management, staff planning and control, budgeting, cost control, and reporting. In the Atlantic Shores organization, The Director Offshore Project Controls reports directly to the Technical and Delivery Director and is a member of the Leadership Team. The Director, Offshore Project Controls will focus on the portfolio strategy development support, offtake RFP inputs development (cost estimation, schedule development, etc.) and manage controls from a portfolio perspective. The Director, Offshore Project Controls will functionally manage the Project Services team(s) dedicated to the Project(s) who will operationally report to the Project Director(s).

Responsibilities

Planning and controls

  • Develop, optimize and implement Project Controls processes fit-for-purpose for every stage of the portfolio development
  • Use internal and external processes and tools to assure project costs, schedule and controls based on parent experience and industry references, including coordinating and supporting integrated assurance reviews, integrated technical reviews and general exchange of information and good practices with peers at parent companies
  • Implement and if applicable, optimize the Work Breakdown Structure (WBS) and ensure compliance with this structure across the project workstreams, including schedule, estimate, and budget

Schedule Management

  • Manage development and of the integrated Master Schedule as well as Management Level (L1 and 2) and Performance Level (L3 and 4) portfolio schedules, and the related assumptions book, performing logic network planning as well as progress measurement and assessment
  • Identify schedule deviations and associated risks and potential mitigation together with Leads, and alert Management Team of major deviations; similarly, identify and characterize needs for decisions related to schedule and seek Management Team approval as needed (Management of Change)

Cost Estimation and Cost Control

  • Manage JV cost control procedures, and collaborating with Finance and Commercial & Procurement to ensure accurate progress tracking, invoicing and cost reporting to Management
  • Manage development of Cost Estimates throughout all stages of the development and in particular in response to offtake RFP, ensuring comprehensiveness of the estimate basis and applying appropriate estimating methods, incorporating the appropriate allocated allowances and unallocated provisions (contingencies)
  • Maintain cost database for benchmark use across multiple opportunities and leverage parent companies’ own benchmarks, when applicable
  • Support MT in developing and managing budget forecasts, including preparing budgets, coordinating review with the Leads and securing the required approvals
  • Define and implement JV Cost Control processes to support portfolio management within budget, including recording, tracking and reporting of costs vs. measurement of progress
  • Manage interfaces with the Financial & Accounting Team as well as the Procurement & Commercial Team

Risk Management

  • Manage development and implementation of risk management process and tools to support JV development and in particular responses to offtake RFP, tracking of risks and risk mitigation plans, determination of risk ownership, and incorporation within schedule and budget. Integration of Project 1 risk process and analysis into the portfolio work
  • Lead Cost and Schedule Risk Assessment and other quantitative analysis supporting schedule and cost contingency definition and assessment of risks ahead of applicable decision gates
  • Identify major risks and opportunities and associated mitigations and alert Management Team, including proposing course of action

Management of Change

  • Manage the process globally to document and control changes to JV policies and portfolio, including impacts on cost, schedule and budget, interfacing with all disciplines
  • Support Value and opportunity realization by providing the required datapoints and tools to support decision making to retain justified value and flexibility throughout development.

Information Management and Knowledge Management

  • Manage definition of the information management framework in compliance with requirements of the JV agreements, including data sharing and confidentiality requirements
  • Ensure implementation of data management, document management, ensuring a consistent approach throughout the team and facilitating handover and safeguarding of information against staff turnover and supporting portfolio data management needs.
  • Coordinate and support the knowledge management plan across all disciplines, facilitating lessons learned and the accumulation of knowledge within the JV to optimize portfolio development

Reporting

  • Prepare and issue reports as required by Management Team, clearly communicating JV performance and progress
  • Facilitate interfaces between Staff, Leadership Team, and Management Team and support timely and informed Management decisions

Supervision of Others:

Director: Up to 10 FTE including direct and indirect reports (Project 1 team)

Sr. Director: Up to 15 FTE including direct and indirect reports

Qualifications

Director:

  • Bachelor’s degree in with a major in Business Administration, Engineering, or a related field is required
  • Master’s degree in Business Administration, Engineering, Science, Architecture, or Construction Science is strongly preferred
  • Minimum of 10 years of experience leading high-performing multidisciplinary teams that interface frequently with executive management
  • Additionally, a strong candidate will have at least 15 years of experience with project engineering / management or Contract Management within the Wind and/or Oil & Gas Industry
  • Expert knowledge of cost control philosophy and methodologies, estimating, planning, risk management, change management, information management, and document controls procedures required
  • Deep experience with budgets, scheduling and RFP processes
  • Demonstrated ability to manage multiple subcontractor relationships simultaneously

Sr. Director:

  • Bachelor’s degree in with a major in Business Administration, Engineering, or a related field is required
  • Master’s degree in Business Administration, Engineering, Science, Architecture, or Construction Science is strongly preferred
  • Minimum of 15 years of experience leading high-performing multidisciplinary teams that interface frequently with executive management
  • 10 years of experience in Offshore Wind or US O&G Offshore experience in Project Controls and Project execution roles
  • Expert knowledge of cost control philosophy and methodologies, estimating, planning, risk management, change management, information management, and document controls procedures required
  • Deep experience with budgets, scheduling and RFP processes
  • Demonstrated ability to manage multiple subcontractor relationships simultaneously

Physical Requirements:

Ability to travel every month to an Atlantic Shores or parent office for 3-5 days at a time. Additional travels to coordinate with technical teams, attend conferences or meet with suppliers as needed.

Working Conditions:

85% of time is spent in the office environment, utilizing computers (frequent use of various Microsoft software/programs), phones, and general office equipment. 15% of time is spent outside of the office visiting vendors’ and/or internal customers’ sites in addition to attending various conferences and meetings. During project construction, presence on site will be required.
