Organization: National Security Innovation Network (NSIN)

Location: Hanover, MD and Arlington, VA

About NSIN: The National Security Innovation Network (NSIN) is dedicated to building a diverse community of innovators to solve national security problems. NSIN creates new opportunities for university-affiliated students and faculty to engage with the Department of Defense (DoD) and other government agencies, industry partners, and academic institutions.

Position Overview: Eccalon is seeking a highly motivated and experienced Program Manager to lead and oversee various NSIN initiatives aimed at fostering innovation within the national security sector. The Program Manager will be responsible for managing all Eccalon contractors at NSIN.

Key Responsibilities:

  • Program Development and Management:
    • Lead the design, development, and execution of innovative programs and initiatives to address national security challenges.
    • Collaborate with internal teams, government agencies, industry partners, and academic institutions to identify programmatic opportunities and develop project plans.
    • Ensure effective project management, including budgeting, scheduling, resource allocation, and risk management.
  • Stakeholder Engagement:
    • Cultivate and maintain relationships with key stakeholders, including NSIN/DIU leadership, prime contract leadership, industry leaders, academic researchers, and NSIN's network of innovators.
    • Facilitate communication and collaboration among diverse stakeholders to drive innovation and achieve program objectives.
  • Team Leadership and Development:
    • Provide leadership and mentorship to a multidisciplinary team of professionals, including project managers, researchers, and administrative staff.
    • Foster a culture of innovation, collaboration, and continuous improvement within the team.
    • Support professional development opportunities for team members to enhance their skills and capabilities.
  • Monitoring and Evaluation:
    • Establish key performance indicators (KPIs) and metrics to evaluate the impact and effectiveness of programmatic initiatives.
    • Monitor project progress and performance against established metrics, and make adjustments as necessary to ensure successful outcomes.
    • Prepare regular reports and presentations for internal and external stakeholders to communicate programmatic achievements and lessons learned.

Required Qualifications:

  • Bachelor's degree in a relevant field such as business administration, public policy, or engineering.
  • Proven experience in program management, preferably in the national security or defense innovation sector.
  • Strong project management skills, including the ability to manage multiple projects simultaneously and deliver results on time and within budget.
  • Excellent communication and interpersonal skills, with the ability to effectively engage and collaborate with diverse stakeholders.
  • Demonstrated leadership experience, including the ability to lead and motivate a team to achieve common goals. Experience leading teams of 30 people or more.
  • Strategic thinking and problem-solving skills, with a track record of developing innovative solutions to complex challenges.
  • Certification in project management (e.g. PMP)
  • 10 plus years of relevant work experience.
  • Knowledge of government contracting processes and regulations preferred.
  • U.S. citizenship required.

Preferred Qualifications:

  • Experience working with government agencies, particularly the Department of Defense (DoD) or other national security organizations.
  • Familiarity with innovation ecosystems and emerging technologies relevant to national security.
  • Active security clearance or eligibility to obtain a security clearance.
  • Experience with GSA FEDSIM contracting procedures.
  • Experience working with a geographically dispersed workforce.

Additional Information: This position requires approximately 50% of work to be conducted in person at Eccalon HQ (Hanover, MD) and NSIN HQ (Arlington, VA).
