JOB DESCRIPTION
POSITION SCOPE This position facilitates recruitment procedures and provides administrative support utilizing independent judgment and knowledge of office procedures. Excellent communication and organizational skills, and proficiency in multi-tasking and Microsoft Office are required. Under general supervision this position is responsible for recruitment processes and procedures and Human Resources office functions. Contacts are with applicants, management staff, employees, general public, Council, and Committee members.
ESSENTIAL FUNCTIONS Administers the recruitment, placement, and transfers of personnel for divisions as assigned. Assists fellow Human Resources Specialist in other recruitments, as needed.
Prepares internal job postings of all assigned position vacancies for current employees in accordance with the job description, pay plan, union contracts, and departmental requirements.
Creates and places advertisements and other recruitment materials as needed in online job boards, social media sites, and more.
Maintains the City of Eau Claire Employment Opportunities website and Human Resources Department employment opportunities webpage in addition to social media sites, including Facebook, Instagram, and LinkedIn.
Communicates effectively, efficiently, and professionally with candidates throughout the full recruitment process.
Creates, schedules, and administers pre-employment recruitment tests for various positions. Logs test results in the Test Log, as appropriate. Prepares Personnel Evaluation Profile Hiring Survey results and receives feedback from Personnel Evaluation Inc. to share with the Hiring Mangers.
Schedules interviews with applicants and creates/reviews the interview questions. Acts as the Human Resources Department’s representative and attends interviews for positions below the supervisor level.
Performs criminal background checks on potential new hires, including DOT and Clearinghouse checks, as appropriate.
Conducts reference checks on potential new hires.
Schedules medical examinations and chemical screens for new hires and updates appropriate spreadsheet and additional forms, as needed.
Drafts and sends offer letters to new hires.
Closes recruitment process/files per department procedure to maintain an organized Applicant Tracking System (ATS).
Attends Career Fairs and recruitment events to recruit for the City.
Coordinates and tracks the onboarding process and policy completion through NEOGOV for assigned employees and forwards completed forms to appropriate staff.
Maintains electronic recruitment (interview questions, schedules, recruitment materials, etc.) and personnel files, utilizing document imaging software.
Conducts employee orientation for temporary, non-benefit eligible new hires.
Assists the Equity, Diversity, and Inclusion (EDI) team in coordinating, planning, and executing EDI initiatives.
Assists with implementing the EDI Strategic Plan.
Reviews internal processes and policies to promote EDI initiatives and tracks EDI metrics.
Acts as a back-up to the other Human Resources Specialist in regards to office procedures including, but not limited to, answering general phone line, assisting at the front desk, answering general emails, performing employment verifications, and processing mail.
Creates reports and gathers data from the ATS as needed for staff, budgetary/major accomplishment report, and EauStat meetings. Compiles data to monitor HR metrics (time to hire, number of recruitments, etc.).
Maintains and updates the City’s Applicant Tracking Software. Tests and implements modifications/enhancements, troubleshoots, and resolves errors/deficiencies. Routinely updates the system to reflect changes in employment status, system access, position title, positions, class specs, etc. Manages the implementation of new releases, including testing and procedure revisions. Serves as the technical resource to staff on the City’s ATS. Participates in system updates/training sessions offered by ATS vendor. Develops resource materials for ATS.
Creates, prepares, and updates department processes and corresponding documents. Continually looks for ways to improve processes and procedures.
Conducts criminal background checks and credit reports for loan applicant candidates for the Economic Development Division.
Responds to inquiries regarding HR policies, programs, procedures, regulations, and operational processes, as needed. Conveys detailed messages, explains departmental policies to internal personnel and the public.
Views employee IDs and completes corresponding I-9 Forms.
Provides exceptional customer service while consistently applying HR procedures/processes.
Schedules meetings, drafts correspondence, creates/formats/proofs documents and forms as needed.
Creates and updates professional departmental forms as needed.
Maintains HR internet and intranet webpages.
Assists with Department events as needed (Quarterly Supervisor Training, New Hire Bus Tours, New Supervisor Training, Service Awards, etc.).
