Description

The DuPage County Health Department is seeking a full-time Human Resources Generalist to join its HR team at our Central Public Health Center in Wheaton, Illinois.

This role is currently a hybrid position working remotely and on site. The role is scheduled to work Monday through Friday from 8:00 AM until 4:30 PM.

Responsibilities

Responsibilities will include providing professional human resources support primarily in the areas of recruitment, employee relations, training, compensation, benefits and payroll. Additional responsibilities will include:
  • Full cycle recruitment for assigned client departments through use of online applicant tracking and onboarding systems.
  • Delivering training programs related to policies, workplace conduct, supervisory skill development and new employee orientation. The preferred candidate is equally comfortable in conducting training in both virtual and in-person formats.
  • Coaching supervisors in managing employee relations matters and if necessary, conducting confidential investigation into employee concerns.
  • The selected candidate will assist supervisors in preparing related documentation.
  • Researching and making recommendations for the development or revision of human resources, policies, programs and/or training.
  • Leading processes pertaining to job evaluation and team or service reorganization requests.
  • Maintaining accurate and thorough records and ensuring compliance with Federal, State and local laws and organizational policies.
  • Coaching for performance and development directly with staff and through the use of an online appraisal system.
Requirements

Requirements include:
  • Completion of a bachelor's degree in Human Resources, Organizational Development, or a related field; and three years of professional Human Resources experience or an equivalent combination of training and experience.
  • Knowledge of the laws, regulations and trends governing human resources function.
The preferred candidate will:
  • Be skilled at independently researching and analyzing facts and data in order to make recommendations
  • Demonstrate professionalism and clarity in written and verbal communication
  • Maintain positive and professional relationships with internal and external customers
  • Be skilled at balancing conflicting points of view, demonstrating discretion, integrity and fairness, managing multiple priorities and have a willingness to learn new processes and systems quickly
  • Have experience in recruitment and selection of employees at various levels within an organization (entry-level through leadership) and is familiar with current methods used to advertise, interview and select staff.
  • Have experience providing professional guidance to all levels of management regarding employee relations matters and problem-resolution. Knowledge of current conflict resolution and team building methods and an ability to coach behavior are important.
  • Be skilled at prioritizing work, maintaining communication, communicating sensitive information when necessary.
  • Approaching work from a process-improvement mindset is critical.

Medical Insurance
Blue Cross and Blue Shield of Illinois is our current health insurance provider. Full-Time Health Department employees may select from four medical insurance options: three preferred provider organization (PPO) plans and one health maintenance organization (HMO) plan. You may speak to a doctor anytime through the Teledoc program, which provides access to U.S. board-certified doctors through the convenience of phone or video consults.

Vision Discounts & Insurance

Flexible Spending Accounts
Flexible Spending Accounts allow you to set aside money on a pre-tax basis to pay expenses such as those not covered by medical or dental insurance, or day-care costs.
Life Insurance
All full-time employees are provided a $25,000 life insurance policy at no cost to the employee. Supplemental coverage is available for the employee, their spouse, and their children.

Employees may elect additional accident and critical illness disability benefits.
