Chief Financial Officer

GENERAL CHARACTERISTICS:

Recruited By: Chief Human Resources Officer

Recommended for Appointment By: Superintendent

WORKING RELATIONSHIPS:

Reports to: Superintendent
 
Supervises: Managers of Buildings and Grounds, Food Services, Transportation,
Payroll/Benefits, and District Business Office Personnel

Consults With: Board of Education, Superintendent, Executive Cabinet, Forum Staff, Building
Principals, Department Managers and Employees, Unions, Community, Local
Business and Governmental Representatives, Booster Club and Parent Support
Organizations and the General Public

BASIC FUNCTION:

Provide leadership and communication in assigned areas and assume responsibility for the business management of the District under the general direction of the Superintendent and the Board of Education.
 
POSITION RESPONSIBILITIES:
  1. Supervise preparation of annual school budgets in total and by fund basis.
  2. Submit periodic budget reports including ones specified in the Strategic Plan to the Superintendent and the Board of Education.
  3. Supervise and responsible for all annual state financial reporting.
  4. Supervise and responsible for both short-term and long-term financial and facilities planning.
  5. Direct and supervise the preparation of financial reports, payrolls, and vendor payments.
  6. Supervise the activities of the District Business Office Department, Payroll/Benefits Department, Buildings and Grounds Department, Food Services Department, Transportation Department.
  7. Establish business operating procedures for the District.
  8. Establish, maintain and test District internal control policies and procedures.
  9. Prepare specifications for items purchased through competitive bidding, publish notices of opening of bids and advise the Superintendent and Board as to the awarding of contracts.
  10. Process a monthly list of Accounts Payable pursuant to the rules and regulations of the Iowa Code and the policies of the Board of Education.
  11. Maintain records of official bids received by the Board of Education.
  12. Maintain systems of District property inventories and fixed assets.
  13. Assist the Superintendent, Board of Education and staff members in interpreting laws and administrative policies and procedures.
  14. Attend Board and Committee meetings as required and to serve as administrative liaison to the Facilities/Support Services subcommittee of the Board of Education.
  15. Serve as a liaison between Dubuque Community Schools and the business community.
  16. Manage District revenues.
  17. Maintain District vehicle titles and licenses.
  18. Negotiate for the purchase of property and maintain records of school abstracts, deeds, legal papers and purchase contracts.
  19. Manage school real estate.
  20. Work with architects and contractors on school building projects.
  21. Review and recommend a District insurance program.
  22. Notify District insurance carriers and legal representatives relative to potential District liability claims.
  23. Assist in labor agreement negotiations.
  24. Perform such other duties and assume such other responsibilities as the Superintendent may assign.
Terms of Employment:
Twelve-month contract beginning July 1, 2024. Salary: competitive and commensurate with education and experience. An attractive fringe benefit package is included.
