Downtown Women's Center is Hiring a Specialist - Payroll Near Los Angeles, CA

The Specialist - Payroll is primarily responsible for all aspects of payroll processing. The Payroll Specialist will work both independently and collaboratively with the HR team and all departments and staff. The ideal candidate will have proficient Excel skills (pivot tables, V-look up, formulas), excellent interpersonal skills, and be able to quickly assess priorities. Proven experience with payroll including a solid understanding of accounting fundamentals and payroll best practices, knowledge of legislation and regulations of the field, trustworthy attention to confidentiality, outstanding organizational ability with great attention to detail is essential. Knowledge of and experience in Paycor software as well as a social services environment is preferred but not required.
Essential Functions
  • Processes semi-monthly payroll processing. Including final wages check for terminating employees.
  • Receive payroll packages and distribute payroll checks for non-direct deposit staff.
  • Responds to internal and external payroll related inquiries or requests and provide assistance in a timely and professional manner. This includes managing the payroll outlook inbox.
  • Lead communication efforts to staff who have critical errors on timecards or need to approve timesheets for timely payroll processing.
  • Maintain Payroll Calendar to ensure all special runs are scheduled timely.
  • Open Enrollment administration and updates any changes in payroll system.
  • Initiates 401K employee and employer contributions online. 
  • Assist in 401k audit and 5500 submissions.
  • Prepare and process garnishment payments to federal, state and local jurisdictions for wage attachments and child support including communicating with affected staff.
  • Process and respond to claims for unemployment benefits.
  • Explains and answers questions regarding company personnel policies, eligibility, salaries, benefits, and other pertinent information to employees or job applicants.
  • Participates in staff meetings and special projects and seeks additional responsibilities. 
  • Maintains good communication and positive relationships with employees to promote employee satisfaction.
  • Maintain tracker for LA Rise staff with hours worked (300-hour cap) and alert appropriate departments of any staff approaching the 300-hour mark to initiate off-boarding process.
  • Run Ad-hoc reports as needed through the payroll and time and attendance platform for agency leadership and support departments. Assists the organization with audit support.

Supervisory Responsibility 
This position has no direct supervisory responsibilities but does serve as a coach and mentor for other positions in the department.
Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to talk and hear. Specific vision abilities required by this job include close vision and ability to adjust focus. This would require the ability to lift files, open filing cabinets, and bend or stand on a stool as necessary. 
Position Type and Expected Hours of Work 
This is a full-time, non-exempt position. Days and hours of work are Monday through Friday, 8:30 a.m. to 5 p.m. Occasional evening and weekend work may be required as job duties demand.
Travel 
Little to no travel is expected for this position. 
Remote Work
Hybrid (Onsite: 3 days per week)
Required Education and Experience 
•Associate degree (or other 2-year degree), or equivalent.
•At least 3 years of experience in payroll processing. 
Required Knowledge/Skills/Position Qualifications
  • Proficient in Microsoft Excel (pivot tables, v-look up, formulas). Proficient in Microsoft Office.
  • Demonstrated ability in managing an HRIS database and other PR related software.
  • Excellent interpersonal, written, and verbal communication skills, including the ability to articulate and explain complex benefit, legal, and personnel issues with clarity, tact, and diplomacy. 
  • Ability to maintain confidentiality and effectively handle highly sensitive and personal information with sound judgement, tact, and discretion.
  • Ability to adapt and multitask to effectively organize workload to consistently meet deadlines.
  • Knowledge of administrative and clerical procedures and systems such as managing files and records, designing forms, and other office procedures and terminology.
  • Aptitude in problem-solving using critical thinking.
  • Demonstrated record as a successful team player, including the ability to develop and maintain a goal-oriented, positive attitude throughout the organization; must be able to interface equally well with management, employees, and the general DWC community. 
  • Bachelor's Degree or equivalent in Business or equivalent is a plus. 
  • Cultural humility. Must have an understanding of, sensitivity to, and appreciation for the diverse socioeconomic, ethnic, cultural, disability, religious background, and sexual orientation of the DWC community.
  • Must be a CA resident and live no more than 80 miles from DWC; must be available for in-person meetings at DWC.
  • Must provide documentation of a negative TB test result within the last twelve months, on first day of hire..
  • You will be required to be up to date on your vaccinations against COVID-19 and provide documentation. If you are fully vaccinated and not yet eligible to receive a booster dose, then you must receive the booster dose within 30 days of becoming eligible and eligibility begins 5 months after receiving final primary dose. If you are fully vaccinated and have received a booster dose, you are considered up to date with your vaccinations. Unvaccinated individuals must receive their 1st dose before their first day of hire. Partially vaccinated (for 2-dose series) individuals must receive their 2nd dose within 30 days of being hired. The second dose of a two-dose vaccine series is due 4 weeks after the primary dose. 
Pay Range 
$24.03-$28.84/hourly
