This is a Promotional and Openrecruitment to establish an eligibility list and fill vacancies. The eligibility list will be used to fill permanent vacancies which may occur during the life of the eligibility list. In a promotional and open recruitment, the promotional list shall take precedence. When the promotional list contains fewer than three eligible and willing employees, certification of additional ranks shall then be made from the open list.Positions in this classification are full-time 40 hours per week, 12 months per year.The recruitment process will consist of a written and an oral technical interview, which is tentatively scheduled during the weeks of June 10-28, 2024. BASIC FUNCTION:Under the general supervision of an assigned Administrator, performs a variety of technical duties related to the District’s fringe benefits program; assists in the coordination of the benefit’s annual open enrollment, maintenance of records, and material inventory related to District benefits. Process benefit insurance program for district employees and retirees, including health, dental, vision, and life insurance benefits. Plans, organizes, and implements benefit program procedures in accordance with District regulations, Federal and State laws, collective bargaining agreements, and contractual obligations with insurance providers.
DISTINGUISHING CHARACTERISTICS:
This classification is an active participant in the District’s fringe benefit program. Performs technical work in the administration of employee benefits. This position is moderate in scope and complexity. An incumbent in this classification provides customer-responsive service to employees, retirees, insurance vendors, District administrators, and the public.
Performs various independent duties related to implementing the District’s fringe benefits program, explains available benefits options, and solves enrollment issues and eligibility requirements. E
Performs various technical clerical duties, data input, and record-keeping duties, including tying, filing, record-keeping, proofreading, ordering, and processing information. E
Plans and coordinates the annual open enrollment, including preparation of material for all employees, retirees, leave of absence, and COBRA participants. E
Prepares and maintains a variety of records, logs, and reports of a confidential nature. E
Researches, reviews, and corrects various information; verifies data for accuracy, completeness, and compliance with established procedures; inputs and retrieves computerized data. E
Receives application changes and inputs changes into the HRS payroll and online benefits systems. EContacts insurance carriers regarding employee claims and coordinates employee eligibility and payment computation for employee benefits and insurance programs with the payroll department. E
Coordinates with the Los Angeles County Office of Education (LACOE) and the District Financial Services in preparing and maintaining the District’s HRS benefits tables. E
Maintains the inventory of benefit material and literature and coordinates the ordering of materials for open enrollment as required. E
Processes and maintains 403(b) program with respect to eligibility, enrollment, and deletions; monitors TSA enrollments to ensure maximum contributions are not exceeded. E
Prepares and maintains various benefit records, databases, letters, and files related to employees on paid and unpaid leave of absence and their benefits. Notify employees of eligibility choices while on leave, updates all records, and provides information on District policies and procedures. E
Work in conjunction with a multitude of outside agencies to meet full compliance for ACA/HCR. E
Ensures that HIPPA, TEFRA, and MEDICARE policies and regulations, notification requirements and timelines are adhered to. E
Serves as a technical resource to the District Benefits Committee and works closely with District administration to provide data requested. E
Participates in the preparation of various technical guides, handbooks, written materials, and reports. E
Maintains knowledge of various employee benefit programs and related laws and regulations. E
Performs related duties as assigned.

KNOWLEDGE OF:LICENSES AND OTHER REQUIREMENTS:
Valid California driver's license. Must be, and remain, insurable under the District’s vehicle driver’s insurance policy at the standard rate.
