Job Description

JOB TITLE: Emergency Housing Program Director
SCOPE: Full-Time/Exempt

SUPERVISION: This position reports to the Chief Program Officer. (Dotted line to
Director of Comprehensive Flex Housing)

The position is directly responsible for the administration of the emergency housing program
utilizing Housing First and Harm Reduction philosophies. The position supervises supportive
services and Emergency Housing Program Care Coordinators. The position reports directly to the
Chief Program Officer and works closely with the Comprehensive Flex Housing Director. The
Emergency Housing Director assists in the promotion of DOORWAYS Maxims and ideals. The
Director must also maintain compliance of all funder guidelines and programming for the
residents.

Job Duties and Responsibilities

Administrative and Personnel Functions:
• Conduct the planning, developing, organizing, implementation and evaluation of

the Emergency Housing Program.
  • Draft and review policies and procedures, at least annually, and provide
recommended changes to DOORWAYS senior leadership staff.
  • Greatly strengthen our focus on person-centered care to create a home-like
environment to empower our clients and their families.
  • Work with the care staff, behavioral health and career services staff on admission
and discharge planning of clients.
  • Develop and maintain an excellent working relationship among departments within

the facility and outside community health, welfare and social service agencies, to
assure self-development programs are properly maintained, and program
outcomes achieved.

  • Create and maintain an atmosphere of warmth, personal interest and positive
emphasis, as well as a calm environment throughout the facility.
  • Oversee the Emergency Housing staff and conduct staff meetings,
interdepartmental care plan meetings and client meetings. Ensure that staff are
properly on-boarded and regularly receive training.
  • Approve assessments and progress plans to ensure proper service delivery and
advancement towards goals is being made.

Fiscal Management:

  • Manage budget and ensure that grants are being spent down according to guidelines.
  • Pay invoices in a timely manner for emergency housing stays on a weekly basis
  • Manage invoices in client records

Compliance, Data and Safety:

  • Prepare HUD and other funding reports by respective deadlines.
  • Ensure that client data is entered in all applicable databases and that data is entered

timely, is complete and is accurate. Utilize data to inform service strategies.

  • Prepare for, coordinate, and conduct property inspections to ensure Emergency
Housing units are safe, decent, and meet all municipal codes, Ryan White service
standards, HUD habitability standards, and DOORWAYS guidelines.
  • Provide oversight on the maintenance of all Emergency Housing client files.
  • Ensure that staff and volunteers maintain confidentiality of all resident information.
  • Ensure that all incidents/accidents are reported immediately and address any
unsafe/hazardous conditions or equipment.

Program Management and Supportive Services:
• Recruit, onboard and retain Emergency Housing landlord partners for the Emergency

Housing Program.

  • Ensure that services meet each client where they are by providing some onsite
support at the placement location. Develop an array of Emergency Housing site
locations in the region that align with grant requirements.
  • Ensure that all Emergency Housing Services utilize a Housing First Philosophy and
ensure that all staff and partners are trained.
  • Review Emergency Housing clients progress notes, assessments, and treatment plans
to ensure proper service is being provided and progress toward individual,
programmatic and agency goals are being made.
  • Ensure that clients are connected with support services available both in-house at
DOORWAYS and in the greater St. Louis Community.
  • Establish strategies to transition clients from Emergency Housing to transitional and
permanent housing opportunities as needed.

Desired Qualifications:

  • At least three years’ supervisory experience, preferably in a nonprofit environment
with Emergency Housing and Housing First experience.
  • Bachelor’s degree in a relevant area and knowledge of best practices in social work
and housing.
  • Understanding of housing and social issues pertaining to HIV , homelessness, mental
health, substance abuse, and poverty.
  • Prior experience in grant/funder reporting and familiarity with HUD, Continuum of
Care (CoC), and Affordable Housing Commission (AHC) guidelines.
  • Experience creating and evaluating programs.
  • Comfortable working in a diverse setting and affinity to do so.
  • Reliable vehicle, cell phone, and on-call availability.
  • Ability to work a flexible schedule and lengthy hours at times.
  • Exceptional multi-tasking and organizational skills.
Physical Requirements and Work Conditions:
• Sits, stands, bends, lifts and moves intermittently during working hours.
  • Is involved with residents, personnel, visitors, government agencies/personnel,
etc., under all conditions and circumstances.
  • Is subject to hostile and emotionally upset residents, family members, etc.
  • Is willing to work beyond normal working hours, on weekends, and in other

positions temporarily, when necessary; on-call 24/7.
