DirectViz Solutions, LLC. is a high-level, strategic consulting services firm that meets mission IT needs for government clients. We are sourcing for a Data Architect for a new prime contract. The work location is currently remote due to COVID, and could return to the office in Washington, DC at some point. This position requires a Public Trust investigation.

Overall:

• Expertise in providing Data-related consulting and strategic services; while it is a plus for the candidate to hold technical qualifications (i.e., DB programming, etc.), the candidate must more importantly be well versed in providing strategic guidance, vision, and insight into data-related best practices, trends, compliance, and strategies, as this contract FOCUSES on strategic rather than technical deliverables

Data Management and Modeling:

• Perform data management, enterprise architecture, enterprise data architecture, and data strategic planning
• Support development of EA framework specifically linked to the Federal Enterprise Architecture (FEA) v2

o Business Reference Model (BRM)

o Technical Reference Model (TRM)

o Data Reference Model (DRM)

o Performance Reference Model (PRM)

o Service Component Reference Model (SRM)

• Support and maintain Enterprise Architecture (EA) and IT Strategic roadmaps that are aligned with OIT business strategy.
• Support development of BOTH Data and Analytic vetting/clearance process for internal/external sharing and Open Data compliance: expertise in developing publishing procedures for data-related artifacts

o Proficiency with Micro-Strategies (BI-Tool)

o Proficiency with MS PowerBI

o Familiarity with SOCRATA

• Familiarity with process modeling, activity diagrams, organizational data mapping, business process re-engineering and management
• Facilitate data model reviews, specifically Conceptual Diagrams for new database interactions
• Support the Enterprise Data Management model to govern the agency's data architecture with regards to it conceptual, logical, and physical data models.
• Support / stand up a Configuration Management Database (CMDB)

Data Policy/Procedure Expertise, and Data Strategic Planning:

• Strong knowledge of the DATA Act and Federal data-related mandates
• Prior experience working and drafting Open Data Plans and Open Data Governance
• Draft AmeriCorps-wide data management policies and procedures for designing, building, and sharing data
• Monitor progress and guide the strategic direction of the multi-year, cross-organizational initiatives documented in the IT Strategic Plan
• Research new and emerging technologies to determine applicability to OIT through research and pilots that prove technical feasibility.
• Database Deployment and Administration Project Management and Oversight
• Enterprise Architecture (EA) and IT Strategic Planning
• Provide support in researching and responding to data calls from AmeriCorps, Office of Management and Budget (OMB), and other federal agencies; and
• Work with the affected stakeholder communities to gather the data, formulate and vet the response for submission, and track any actions and follow-up that may be required for compliance.
• Define and draft the policies, procedures, and processes of the Data Management and Architecture/IT Strategic Planning program for OIT
• Develop, implement, and maintain policies, procedures, and processes necessary to support a wide range of IT management disciplines: data management, enterprise architecture, and IT strategic planning
• Assist with procedures and monitor adherence to DM standards
• Provide subject matter expertise and guidance to develop operating and strategic plans for data services
• Evaluate new database technologies and their impact to OIT, as needed
