Role Summary

We are currently in search of a dynamic and seasoned professional to take on the role of Division Director for our Adult Division. In this pivotal position, you will play a central role in directing and overseeing the day-to-day operations of all programs within the Adult Division, including Outpatient Mental Health, Full-Service Partnership and Enhanced Care Management. Your responsibilities will encompass a broad spectrum, including but not limited to program development and expansion, oversight of contract completion, budget management, and the provision of expert guidance on client and clinical matters.

Primary Duties

Management

  • Directs and oversees daily operations of all programs in the Adult Division including program development and expansion, contract completion, budget oversight and guidance for client and clinical matters.
  • Oversees the hiring, orientation, evaluation, training and supervision of all staff, volunteers, and interns assigned to the division.
  • Supervises staff; develops program policy and procedure; negotiates with funding agencies; participates in relevant committees; coordinates and acts as liaison with other agencies; establishes and maintains on on-going evaluation of program effectiveness and clinical intervention as needed.
  • Forms a highly effective team to accomplish the Division's short- and long-term goals.
  • Delegates decision-making and responsibility to the appropriate level, provides the necessary information and direction.
  • Ensures resources and systems are in place to support the training and continuous learning of staff.
  • Represents the Agency on matters relating to the Division at meetings with other private and public agencies.
  • Interfaces with related community agencies including but not limited to the Department of Mental Health and Managed Care Plans.

Program Quality, Compliance and Reporting

  • Measures progress against contracts, statements of work and stated goals as it applies to program outcomes and expectations.
  • Develops and implements reporting methods consistent with the Agency's procedures to ensure that data and other information gathered is accurate and reported in a timely manner.
  • Collaborates with Division Director of Quality Improvement to develop program protocol and ensures that program elements are in compliance with Agency, County, State and other regulatory agencies.
  • Implements and enforces appropriate disciplinary mechanisms when violations are detected; establishes reasonable steps to respond appropriately to the violation and to prevent similar violations in the future.
  • Evaluates the results of overall program operations regularly and systematically, and reports results to the VP of WPC and others as appropriate.
  • Captures, reviews, and analyzes program service statistical and outcome data to provide useful information for assessing performance.
  • Uses performance and statistical service data to engage program management staff in strategic thinking and decision making.
  • Attends, participates, leads and/or facilitates routinely scheduled meetings as requested or required on the division, senior and executive level.

Finance

  • Collaborates with finance department staff to prepare annual budgets and contract agreements.
  • Monitors contract performance: reviews monthly and annual financial statements making plans of correction as needed keeping supervisor apprised of progress and challenges.
  • Efficiently utilizes financial resources while maintaining commitment to quality service when requesting and purchasing program equipment and supplies.

Position Requirements

These specifications are general guidelines based upon the minimum, ordinarily considered essential, to satisfactory performance in this position. Individual skills and abilities may result in some deviation from these guidelines.

To perform effectively in this position, the employee in this position is required to:

  • Demonstrate a working knowledge of directing and managing multiple programs in adult and enhanced care management services in a non-profit social service/mental health/substance use.
  • Support the values and mission of Didi Hirsch as related to employment.
  • Know and comply with Agency policies and procedures, HIPAA, DMH policies and documentation guidelines, and other state, federal regulations relating to adult and family service programs for individuals with a history of mental illness and/or substance use.
  • Demonstrate full working knowledge and experience in program development and clinical supervision.
  • Have working experience in budget preparation and fiscal management, and contract negotiations for adult mental health and/or substance use services.
  • Present ideas, information, and viewpoints clearly, both verbally and in writing.
  • Efficiently use the personal computer to include word processing, spreadsheets, presentation software, database, paperless charting system, and project management.
  • Manage employee performance consistent with defined Didi Hirsch processes.
  • Utilize analysis, experience, and judgment to make management decisions.
  • Demonstrate commitment to team objectives and Didi Hirsch philosophies.
  • Adapt to changing needs by acquiring new skills and knowledge.
  • Current California driver's license and a driving record acceptable to the Agency's insurance carrier.

These requirements are typically met by a combination of education and experience that typically includes a PhD, LCSW, or MFT (all licensed) and a minimum of three plus years senior management experience in a mental health and/or substance use setting providing clinical service and supervision.
