The candidates must possess significant topical and technical expertise for at least one or several of the levels of support below.
The support required includes highly technical communications topics as needed:
Crisis Communications Support: When disasters strike around the world, U.S. Agency for International Development (USAID) is called upon to respond to them. The contractor shall support in managing a wide range of activities during crisis situations. This may include providing quick ideas for communicating what USAID is doing and how to reach audiences who might not have access to digital platforms, drafting and developing press guidance, pitching reporters, and managing web content.
Domestic Communications Strategy Support: USAID is increasing its communications efforts to inform the American audiences of USAID work, its importance, and how it impacts national security. Although in today's communications environment, everyone has access to any information USAID is releasing, a customized approach for targeted audiences that highlights the importance of USAID work not just globally but also to the U.S., is needed. The contractor shall support the Bureau for Legislative and Public Affairs (LPA) with identifying best ways to communicate to and target specific audiences within the U.S. in innovative and effective ways.
International Communications Strategy Support: USAID has a presence in more than 100 countries globally including in Africa, Asia, Europe and Eurasia, Middle East, Latin America, and the Caribbean. In addition to providing support for outreach for domestic American audiences, the contractor shall work with LPA to support a variety of offices, bureaus, and Missions to develop worldwide and country-specific communications strategies. This includes not only understanding global trends but also understanding culture and popular trends of target audiences in a specific host-country and developing unique messages, strategies, tactics, and design. The contractor must possess cultural sensitivity and experience communicating to an international audience. The contractor should be able to come up with creative campaign ideas and know how to partner with external validators, social media influencers, or celebrities to expand USAID's reach as appropriate. Having field offices with local staff that are deeply rooted and knowledgeable of country specifics to work together with the team at headquarters is preferable.
Qualifications- At least 15 years of proven professional work experience relevant to this Statement of Work.
- A master's degree in relevant functional areas of this Statement of Work, or a bachelor's degree and more than 15 years' relevant experience, or no degree, and 25 years' relevant experience and recent certification.
- Candidates with USAID and LPA experience are preferred.
