Overview Development InfoStructure (Devis) is seeking a Personal Services Contractor (PSC) Program Director for a proposal position, contingent upon contract award, that will be responsible for overall program leadership, operations, compliance, and performance. This position will require ingenuity, flexibility, and expert knowledge of foreign assistance program management.
Primary Duties - Lead, manage, and provide strategic direction to the overall Recruitment, Hiring, and Administration of PSCs program.
- Integrate operations among different program activities and teaming partners.
- Oversee funding requests, pipelines, and positions requested to be filled by USAID.
- Support the development of staffing plans, recruitment efforts, and performance management processes.
- Serve as the key liaison in managing client relationships between BHA and other Bureaus and Independent Offices.
- Oversee the Human Resources Manager, Recruitment Manager, and Performance Manager in all aspects of the PSC employee lifecycle.
- Oversee the performance of and limitations on Inherently Governmental Functions by personal services contractors.
- Manage program performance, compliance metrics, and reporting requirements as per contract terms and USAID regulations.
- Support the establishment and enhancement of administrative, financial management, applicant tracking, human resources information, and performance management systems.
Required Skills and Qualifications - Ten (10) years of progressively responsible work experience in implementing a range of cooperative agreements, grants, performance management awards with USAID or other US government agencies.
- Five (5) years of management experience, including direct supervision of professional and support staff and assembling teams working on multi-faceted IDIQ, BPA, ISC-type contracts.
- Demonstrated experience in coordinating a wide range of partners and institutions providing leadership and strategic direction for strategic workforce planning.
- Demonstrated excellent communications skills and writing abilities with superior interpersonal, cross-cultural, and DEIA competencies.
- Knowledgeable in federal employment laws and human resources policies and practices.
- Knowledgeable in USAID administrative, operations, and workforce planning practices.
- Experience with computer systems, including web-based applications, especially G-Suite.
Clearance Requirements - Must be a US Citizen
- Active Clearance or the ability to obtain a clearance
Education/Certifications - Master’s degree in public administration, public policy, contract management or related field of study or equivalent work experience.
