Duties

As a Human Resources Specialist (Business Advisor), you will perform the following duties:

* Provide management consultative service involving the full spectrum of Human Resource (HR) functions to include recruitment and placement, position management and classification, pay and compensation, employee performance, benefits, and employee/labor relations issues.

* Collaborate with and lead management in employing change management process concepts and techniques such as strategic planning and workforce development.

* Analyze and evaluate the organizations current staffing situation including turnover, vacancies, and current recruitment strategies to identify and forecast staffing problems; research and develop solutions and strategies to recruitment and retention problems that integrate a variety of flexibilities and provide technical assistance to managers in developing justifications for requesting use of special salary rates, recruitment bonuses, retention allowances, or other authorities.

* Provide federal oversight to hiring vendor who provides assistance in developing recruitment packages to include the job analysis and any other job assessments ensuring there are logical links between the position description, job analysis, job assessment questions, specialized experience statement, and crediting plan.

* Provide consultation and guidance as it relates to data and data analytics collection or strategies, workforce and succession planning, training and development, organizational structure and organizational development.

* Conduct review of Job Opportunity Announcements to ensure compliance with rules, regulations, Departmental Policy and Procedures, and management consultations.

* Review qualifications of applicants and make determinations regarding appropriate.

Note: The duties are at the full ZA-4 performance level and the ZA-3 is the developmental grade level leading to such performance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-3 is equivalent to the GS-11/12.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. EDUCATION: There is no positive education requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-3 (GS-11/12) grade level:

Specialized experience: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 (GS-9) in the Federal service. Specialized experience MUST include all of the following:

* Conducting Federal staffing and recruitment activities (i.e. - posting job opportunity announcements, creating job analyses and crediting plans, advising selection officials on hiring and recruitment strategies, etc.);

* Providing interpretation of human resources policies and procedures; and

* Preparing deliverables for verbal presentations, reports or briefings pertaining to Federal staffing and recruitment activities.

OR

SUBSTITUTION OF EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Related degrees include, Human Resources, Business Administration, Project Management, etc.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.

To qualify at the ZA-4 (GS-13/14) grade level:

Specialized experience: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 (GS-12) in the Federal service. Specialized experience MUST include all of the following:

* Conducting Federal staffing and recruitment activities (i.e. - posting job opportunity announcements, creating job analyses and crediting plans, advising selection officials on hiring and recruitment strategies, etc.);

* Providing technical advice and guidance on Federal staff and recruitment activities and other human capital programs (i.e. - Classification, workforce planning, performance management, pay and compensation, training and development, etc.);

* Providing interpretation of human resources policies and procedures to resolve human resources issues; and

* Leading verbal presentations, reports or briefings pertaining to Federal staffing and recruitment activities.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., Bio 101, Math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume. You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.

Special Instructions for Foreign Education: Education completed in foreign colleges or universities must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. CTAP and ICTAP candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a rating of 85 out of 100.
