The Department of Revenue is recruiting for an Operations & Policy Analyst 3 position. We are looking for talented, detail-oriented individuals to join our Property Tax Division in the Finance, Taxation & Exemptions Unit. This position is headquartered in our Salem office; however, the successful candidate may be eligible for in state hybrid work. Hybrid work consists of performing duties onsite in a standard office environment and working remotely.
In order to be considered for Department of Revenue recruitments, you must reside within (or be willing to relocate to) the state of Oregon.
What You Will Be Doing
Below is a sampling of job duties. It is not meant to encompass all duties.
  • Provide uniform execution of standards, guidelines, and assistance to the 36 counties and over 1300 local taxing districts in property tax assessment, taxation and collection, tax exemptions, and Local Budget Law.
  • Determines training needs; develops training; creates and updates training materials and presents trainings at multiple locations around the state.
  • Provides analysis and information for Division’s administration and Legislative committees during each legislative session.
  • Analyzes and recommends statewide policy and rulemaking relating to local budget law, tax collection and tax exemptions.
  • Is responsible for the timely completion of the team workload and may act as point person or backup for different tasks.
  • Creates and updates forms, publications, booklets, web information based on laws, administrative rules, and court decisions. Incorporates policies in rules, manuals, and legislative concepts.

This is What You Need to Qualify
Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work.
OR;
Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

The ideal candidate will possess the following desired skills and attributes:

  • Critical thinking and analytic skills.
  • Knowledge of and ability to research statutes, administrative rules, and case law.

  • Exceptional communication skills and customer service focus.
  • Knowledge and experience with property tax, local budget law, and tax policy preferred.
