Department of Public Utilities is Hiring a Program Coordinator III Near Boston, MA

The Department of Public Utilities (DPU) is responsible for oversight of investor-owned electric power, natural gas, and water utilities in the Commonwealth; developing alternatives to traditional regulation; monitoring service quality; regulating safety in the transportation and gas pipeline areas; and for certain aspects associated with the siting of energy facilities. The mission of the Department is to ensure that utility consumers are provided with the most reliable service at the lowest possible cost; to protect the public safety from transportation and gas pipeline related accidents; and to ensure that residential ratepayers' rights are protected. The DPU seeks to promote safety, security, reliability of service, affordability, equity, and greenhouse gas emission reductions.

The Transportation Network Company (TNC) Division of the Department of Public Utilities (DPU) is responsible for oversight of rideshare companies, e.g., Uber, Lyft, Via, Uzurv, Circuit. The TNC Division conducts background checks on rideshare drivers, processes appeals from rideshare drivers and rideshare companies, audits rideshare companies, and ensures compliance with Massachusetts rules and regulations regarding rideshare services.

A cover letter and resume must be submitted as part of the application process and attached “as relevant” to the requisition.

The overall mission of the Program Coordinator is to develop a greenhouse gas emissions reduction program; perform audit control functions; serve as the product manager for TNC Division applications collaborate in the application and continuous improvement of the TNC Division processes; coordinates and monitors TNC programs in order to ensure effective operations and compliance with TNC regulations; serves as liaison between the Division and external agencies; provides technical assistance to agency staff; develops information for preparing regulations, report forms, and procedures; and other actions as necessary to administer the requirements of Massachusetts law and regulations for TNCs.

Incumbents of this position receive general guidance from the Director, Assistant Director, and Assistant General Counsel of the TNC Division and other employees of higher grade who provide policy and review performance through conferences and reports for effectiveness and compliance with policy, laws, rules, regulations, and professional standards.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES

  • Reviews agency policy affecting companies, agencies, and brokers for compliance with applicable laws, rules and regulations.
  • Coordinates with external agencies related to greenhouse gas emissions.
  • Perform analysis on companies’ biennial plans and monthly ride data to determine progress and program effectiveness to make recommendations and to devise methods of accomplishing program objectives.
  • Perform analysis of audit testing to help identify and confirm findings.
  • Develops information for preparing regulations, report forms, and procedural manuals by analyzing objectives and requirements and conferring with agency personnel to obtain statistical data and supportive documentation to conduct effective and comprehensive examinations of records.
  • Assists with audits of TNCs by deciding the scope and format to be used in conducting audits and examinations and by reviewing audit procedures.
  • Review the policies and procedures of companies audited to ensure compliance with standard auditing practices and applicable laws, rules and regulations.
  • Prepares various statements and reports based on audit findings to reflect compliance/non-compliance with established procedures and standards.
  • Reviews and evaluates policies and procedures of Agency to ensure proper safeguards and internal controls.
  • Ensures standard performance in conducting audit examinations.
  • Provide reporting operational status to the Division Director, including the articulation of impediments, risk analysis, and risk mitigation from a business operations’ perspective. Works with Division Director, Assistant Director and Assistant General Counsel to determine actions to be taken in response to consumer complaints.
  • Establishing timeline and roadmaps for TNC programs
  • Provides business-side support to the Business Analyst for feature prioritization and implementation, particularly related to bugs or issues, as well as new TNC product release coordination, including testing, acceptance, communication and coordination with compliance officers, and documenting any process changes from an operational perspective/workflow management.
  • Provides program and productivity information to agency management for the review, development, and implementation.
  • Provide recommendations for proposed policy changes.
  • Prepares investigative research reports for use by law enforcement and/or other regulatory agencies.
  • Explains agency reports, regulations, and procedures to public or private organizations.
  • Determines the validity of company claims.
  • Other duties as assigned.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*
II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*
III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*
  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: No substitutions will be permitted for the required (B) experience.
