As an integral part of the Human Resources team, the Talent Development & Engagement Manager (TDEM) is primarily responsible for the oversight and facilitation of the Employee Learning, Professional Development, and Employee Engagement functions for the Office of Human Resources.

The TDEM will utilize the existing framework and learning management system within the agency to develop, enhance and execute talent development and talent engagement strategies throughout the enterprise.

Under the direction of the Deputy Director of Human Resources, the TDEM’s primary role will be to provide guidance and hands on leadership, in developing and implementing strategies, procedures, and programs that align with business goals and organizational objectives.

Talent Development Job Duties and Responsibilities (75%)

The team of talent development specialists in assessing and identifying professional development needs organization wide, and lead the identification and/or development of professional development curriculum, in alignment with our organization-wide professional development strategies and policies.

  • Manage a team of development specialists who carry out key objectives and responsibilities.
  • Recommend benchmarks for measuring performance of employee training and professional development activities.
  • Drive organization wide implementation of programs, projects, and initiatives to support the
  • Organize and perform staff trainings on HR related topics, in alignment with our organization-wide professional development strategies and policies.
  • Serve as a leader within the HR department by creating and fostering critical relationships with both internal and external stakeholders.
  • Create an environment where HR professionals are seen as trusted advisors to employees and management.

Talent Engagement Job Duties & Responsibilities (25%)

  • Collaborate with People Operations & cross-functional teams to develop and execute comprehensive employee engagement programs that align with company objectives, including wellness initiatives, diversity and inclusion efforts, recognition programs, and more.
  • Manage and direct an employee engagement specialist who carryout key objectives and responsibilities.
  • Formulate employee engagement strategies that encompass short-term and long-term objectives, aligning them with the company's mission and values.
  • Lead the implementation, execution, and ongoing management of employee engagement programs, ensuring timely delivery and measurable impact.
  • Regularly analyze and evaluate employee engagement data, survey results, and feedback to measure the effectiveness of programs. Use these insights to make data-driven improvements.
  • Collaborate with internal and external stakeholders to ensure a coordinated approach to employee engagement that is consistent with the company's values and culture.
  • Ensure that all programs are compliant with federal and state employment law.
  • Use a customer service mindset to be the point of contact for employees seeking assistance with engagement programs and initiatives.

Knowledge, Skills, & Abilities

  • Experience advising on talent development opportunities for all levels in an organization with a strong understanding of talent and organization development, best practices, and market trends.
  • Demonstrated knowledge of curriculum development, instructional-systems design methodologies, adult learning theory and application and eLearning concepts.
  • Exceptional presentation, facilitation, and communication skills.
  • Exemplary interpersonal skills, with professionalism and integrity to develop, maintain, and promote strong internal and external relationships.
  • Excellent organizational development and problem-solving skills.
  • Demonstrated ability with software applications, including Microsoft Office applications (specifically SharePoint, OneDrive, and Teams).
  • Attention to detail and discretion is required and strong communication skills, sound judgment, and a sense of urgency.
  • Strong project management and leadership skills; ability to prioritize tasks, efficiently manage time, and execute projects effectively with limited supervision and according to established deadlines; ability to plan, coordinate, and prioritize assignments while keeping appropriate personnel apprised of status regularly.

  • Ability to build and maintain collaborative working relationships with diverse staff and internal customer base.

Preferred Qualifications- preference will be given to candidates who, in addition to meeting the qualifications listed above, demonstrate some or all of the following skills/experience:

  • Master’s degree in a field related to Human Resources, Education, Organizational Development, Instructional Design, or Industrial/Organizational Psychology.
  • Proven experience in designing and implementing employee development programs.
  • Experience creating and implementing projects from start to finish, coordinating with multiple stakeholders.
  • Ability to think innovatively and creatively; to ideate, iterate and try new things, and change course, if necessary, to achieve desired results
  • A proven ability to thrive in a fast-paced environment with multiple assignments, deadlines and changing priorities.
  • Adept at using and experimenting with communication technologies and has experience maximizing digital content in various forms across a variety of communication channels.
  • A deep understanding of HR best practices, trends, and employment laws.
  • Strong project management skills with the ability to manage multiple initiatives simultaneously.
  • Strong analytical and problem-solving skills.
  • Strong relationship building and networking skills
  • Well organized and trustworthy with a high level of discretion
  • Experience with Cornerstone LMS, Articulate Storyline, & Voynd systems a plus.
  • Knowledge of email marketing and graphic design software and applications (i.e. Constant Contact, Canva)

Minimum Qualifications: Bachelor's degree in a related field from an accredited college or university AND One year of management experience in area of assignment OR Six years of experience required in area of assignment AND One year of management experience in area of assignment. Note: An equivalent combination of education and job specific experience that provided the knowledge, experience and competencies required to successfully perform the job at the level listed may be substituted on a year-over-year basis.
