Essential Functions and Objectives:

Under the leadership of the department’s director, serves as a key member of the department’s management team and ensures the program area is aligned with and executing on the vision and objectives of the District, department, and related priorities. Serves as a trusted adviser able to exert significant influence on internal and external stakeholders. Leads and manages the District’s insurance programs. Develops and implements insurance related policies, processes, procedures, training, and reporting. Functions within the Department of Finance in Denver Public Schools.
  • Collaborates on the Design, implementation, and management of a robust hazard risk management systems in the areas of property, liability, and workers’ compensation; ensures insurance coverage maximizes risk transfer; recommends alternative risk management techniques based on risk assessments and analysis; designs, selects, and/or recommends most cost effective and efficient solutions; and manages the information collection and preparation of submission documentation for insurance renewals.
  • Responsible for development of policies, processes and procedures within the program area and for risk financing option analysis, cost allocation model development, annual budget preparation and management, performance metrics, benchmarking, and Total Cost of Risk (TCOR) metrics and analysis.
  • Develops budgets, forecasts, and financial reports, including analysis of annual insurance premiums and loss costs and financial performance of risk management programs.
  • Responsible for contractual liability management, including contract reviews and setting insurance requirements; coordinates contractual liability management activities with Legal, Strategic Sourcing, and other stakeholders; balances enablement and protection and guides stakeholders toward operating efficiently and effectively while in a safe and fiscally responsible manner.
  • Serves as subject matter expert, providing guidance to stakeholders and internal partners line staff, including financial consequences of decisions; analyzes and understands insurable risks and potential risk mitigation opportunities; and interacts with operational groups to ensure coordination between project activities, exposures, and appropriate insurance coverage or alternative risk transfer options.
  • Maintains knowledge of trends in the insurance industry, including thorough working knowledge of insurance products, coverage, and pricing.
  • In absence of Director, fills in on insurance matters, including but not limited to mediations, settlement discussions, pre-trial conferences, etc. related to insured/litigated claims and lawsuits.
  • Leads a small team and collaborates with other members of the Enterprise Risk Management team to respond to the data and improve processes related to implementation.
  • Documentation, evaluation and ongoing management of new and existing claims, with support from Enterprise Risk Management team members.
  • Oversight of litigated claims, in partnership with DPS Legal and external counsel.
  • Manage property, general liability and auto claims.
  • Coordinate communication of the claim reporting process.
  • Collaborate with external vendors and internal DPS partners throughout claims processes, including site visits and investigation of incidents.
  • Work closely with the Director of Enterprise Risk Management regarding Insurance renewals and new and existing claim management.
  • Evaluate and submit monthly reports related to claims data collection, tracking and trending; as well as various reports to DPS Leadership and other stakeholders such as the Colorado Department of Education and Department of Labor.

Knowledge, Experience & Other Qualifications:
  • Three (3) or more years of experience in adjusting/managing Auto, Workers Compensation, and Liability claims.
  • Three (3) or more years of experience in working with Insurance Carriers, Brokers, and Adjusters.
  • Two (2) or more years of management responsibility experience.
  • Experience and proficiency with Microsoft Office/Google products including Word, Excel, Outlook, Google Docs, Google Sheets, Google Slides.
  • Excellent interpersonal, analytical, critical thinking, problem-solving, and organizational skills.
  • Excellent time management and organizational skills to meet deadlines.
  • Strong attention to detail.
  • Ability to collaborate with others on challenging, time sensitive projects as a team player.
  • Ability to assess appropriate priorities and organize workload on multiple assignments.
  • Ability to work independently with minimal direction.
  • Models excellent customer service.
  • High degree of integrity in handling confidential information.
  • Ability to communicate effectively in a credible and confident manner at all levels in the organization, both orally and in writing.
