Democracy International is Hiring a Talent Acquisition Specialist - United States Near Bethesda, MD

Talent Acquisition Specialist
Democracy International (DI) is seeking to hire a full-time Talent Acquisition Specialist. As a member of the Corporate Operations team, the talent acquisition specialist will help to source, identify, screen, and hire candidates for various roles throughout the organization. The ideal candidate will have strong communication and organizational skills, at least two years of expertise in talent acquisition, knowledge of applicant tracking systems, and the ability to develop sourcing strategies for potential applicants. This role requires excellent interpersonal skills to effectively collaborate with others across various teams. This position will be based in DI's home office in Bethesda, Maryland. We will only consider applicants who are based in the Washington, DC area or planning to move there. This position is a hybrid position and is expected to be in the office regularly.
Objectives of this role:
  • Provide input to ensure that teams consist of diverse, qualified individuals.
  • Ensure that staffing needs are being met with a long-term strategy in mind.
  • Devise and implement sourcing strategies, such as an employer branding initiative, to build pipelines for potential applicants.
  • Lead and implement end-to-end hiring processes to ensure a positive experience for candidates.
  • Maintain close relationships with hiring managers to ensure clear expectations for candidates and interviewers.
Essential Job Duties:
The duties of the Talent Acquisition Specialist will include:
  • Lead the recruiting process for a range of DI roles, including drafting and publishing job listings, reviewing CVs, screening candidates, coordinating interviews, and checking references.
  • Manage candidate activity in the applicant tracking system (currently DI uses Paycor).
  • Develop and implement comprehensive candidate hiring procedures to ensure a great candidate experience.
  • Coordinate with hiring managers to identify staffing needs and candidate selection criteria.
  • Source applicants, including through online channels, such as LinkedIn, Devex, and other professional networks.
  • Maintain and expand professional networks, as well as facilitate candidate pipelining across DI practice areas.
  • Utilize both conventional and unconventional resources to discover and engage candidates possessing specific skill sets.
  • Collaborate with the HR team and members of the management team to incorporate DEI best practices into the company's talent acquisition process.
  • Develop and implement a structured recruitment strategy tailored for Veterans and other underrepresented minority groups, with the aim of enhancing diversity within the company.
  • Create job listings and interview questions that reflect the requirements for each position.
  • Plan and attend job fairs and recruitment activities in order to develop a solid candidate pipeline.
  • Maintain the records of all recruitment materials, including interview notes and accompanying paperwork, to communicate with relevant stakeholders.
  • Ensure compliance with OFCCP laws and regulations.
  • Oversee internship programs and career fair outreach efforts, while maintaining relationships with college career networks through platforms like Handshake and university job boards, to raise awareness.
  • Maintain and organize recruitment trackers and files within shared sites (currently SharePoint and Airtable).
  • Act as the primary point of contact for all home office recruitment-related inquiries.
Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Minimum of a bachelor’s degree in human resources, business, international relations, psychology, sociology, or other related fields. Masters preferred.
  • At least two years of experience in talent acquisition or similar roles.
  • Experience in full-cycle recruiting, using various interview techniques and evaluation methods.
  • Experience working in the international development sector preferred.
  • Knowledge of a variety of federal, state, and local laws and regulations, such as the Equal Employment Opportunity (EEO) laws.
  • Demonstrated experience using applicant tracking systems
  • Proficiency with CV databases, social media, and professional networks
  • Experience in using LinkedIn talent solutions to proactively source candidates.
  • Proficiency in documenting processes and keeping up with industry trends.
  • Demonstrated strong commitment to integrity and confidentiality.
  • Excellent interpersonal and communication skills
  • Organizational skills and attention to detail.
  • Proven ability to work under pressure.
  • Demonstrated ability to work collaboratively in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender.
  • Excellent problem-solving skills and ability to prioritize tasks.
  • Proficiency with Microsoft Office Suite
  • Fluency in English required fluency in other languages a plus.
Reporting:
  • This position reports to the Human Resources Manager.

  • Travel will require moderate lifting, sitting for extended periods of time, overnight flights across multiple time zones.
  • Regular, predictable attendance is required; as business demands dictate.
