    TITLE: Financial Secretary – Benefits
    QUALIFICATIONS:
    • Minimum High School Diploma/GED (Associates Degree Preferred).
    • Minimum 2 years of secretarial/human resources/benefits experience, 5 years preferred.
    • General knowledge and understanding of school district finances, budgeting and school/district reporting policies.
    • Experience with Payroll Human Resources Statewide Technology (PHRST) preferred.
    • Excellent communication, organizational and interpersonal skills.
    • Proficiency in MS Office Suite of Applications and/or automated departmental and financial systems.
    • Must show advanced working knowledge of human resources and benefits policies, procedures and systems.
    REPORTS TO: Human Resources Director
    LOCATION: Central Business Office
    JOB GOAL: To maintain and provide benefits records for all employees in an accurate and timely manner within the specifications of the personnel policies and practices set forth by the State of Delaware and the Lake Forest School District.
    PERFORMANCE RESPONSIBILITIES:
    • Processes and manages extended leave, workman’s compensation, short-term and long-term disability requests.
    • Works with Supervisor to monitor and manage the needs of the Lake Forest School District.
    • Enters and maintains data and information in PHRST for benefits.
    • Process and manage pension applications.
    • Prepares reports as required by the Department of Education and Lake Forest School District.
    • Enters, processes and tracks payment vouchers using First State Financials (FSF).
    • Manages the District tuition reimbursement program.
    • Processes and manages all unemployment benefits claims.
    • Sorts, files and retrieves statistics, records and other materials.
    • Receives and records data in an efficient and accurate manner.
    • Ability to gather, analyze and organize financial and/or statistical data to make informed decisions.
    • Ability to follow through on assigned tasks with a clear focus on attention to detail and accuracy.
    • Exceptional ability to build and maintain effective working relationships.
    • Respond to walk-in, e-mail and telephone inquiries and resolve related issues.
    • Establishes a positive and welcoming environment.
    • Completes all tasks assigned by the Supervisor in an accurate and timely manner.
    • Ability to identify critical issues and exercise professional judgment.
    • Ability to maintain a very high level of confidentiality and professionalism.
    • Performs other duties as assigned by the Supervisor.
    SPECIAL REQUIREMENTS: Additional training in PHRST procedures and programs relating to the specific requirements of the position.
    TERMS OF EMPLOYMENT: Twelve-month position.
    EVALUATION: Performance will be evaluated in accordance with provisions of the Board’s policy on Evaluation of Classified Personnel.

    • Satisfactory criminal background check prior to being placed on payroll.
    • Satisfactory child protection registry check.
    • Mandatory direct deposit of pay.
    • Documentation of Mantoux skin test results for entrance to school system.
