We are seeking a qualified Deputy Program Manager in Virginia Beach, VA.

YOU MUST HAVE AN ACTIVE DOD SECRET CLEARANCE

Position Description:

The Deputy Program Manager for a Navy Surveillance Radar Engineering and Logistics contract provides direct support to the Program Manager (PM). Provides leadership and management for radar engineering and logistics activities, ensuring successful accomplishment of technical tasking and budget execution on multiple contracts; Organizes the activities of the Decision Tech team and subcontractors to meet the mission and objectives of the customer’s radar programs.

Responsibilities and Duties:

  • Provides leadership and management for radar engineering and logistics activities, ensuring successful accomplishment of tasking. 
  • Plans and tracks execution of the Decision Tech team and subcontractors to meet the mission and objectives of the customer’s radar program.
  • Provide project management support for tasking, scheduling, and execution of contract tasking. 
  • Ensures customer satisfaction and responds to new customer requirements. 
  • Develops cost estimates for projects, tasking, and procurement to support customer requirements (e.g.,Onboard Tech Assists, In-Port and Underway testing, repair parts, test equipment, fabrication, computer hardware and software, etc.)
  • Coordinates with the Radar Repair Facility and the Radar Installation Manager for implementation and operation of Quality Programs to ensure delivery of quality products and services.
  • Coordinates with Corporate Staff on contract modifications including funding modifications, recruiting and Human Resources, Timekeeping, and charge codes, procurement/purchasingtravel and expense reports, facility leases, and other program elements. 
  • Assists the PM with subcontractor tasking, funding,and fulfilling of contract requirements.
  • Assists thePM with recruiting and staffing to meet customer requirements.
  • Provides management and oversight for the material procurement team to ensure compliance with procurement regulations and company policies. 
  • Responsible for contributions to the weekly, monthly, and quarterly customer status reports
  • Coordinates with the Financial Manager on budgets and financial execution
  • Provides Strategic Planning and assists in developing short and long-term corporate and program goals.

Required Qualifications and Skills:

  • Experience with engineering development, testing, analysis, fielding, and logistics support for Navy combat systems; experience desired with surveillance radar systems such as:SPS-48SPS-49SPS-67SPS-73Next Generation Surface Search Radar (NGSSR)BPS-15/16 Submarine Radars, SPY-6(V)SPQ-9B
  • Experience managing complex radar/combat system acquisition/development programs.
  • Experience providing program/project management for Navy surveillance radar or combat system programs.
  • Knowledge of In-Service EngineeringAgent (ISEA) roles and responsibilities
  • Knowledge of NAVSEA Warfare Center roles and responsibilities
  • Experience briefing senior leaders on program plans and status.
  • Knowledge of fleet maintenance/modernization processes and organizational responsibilities
  • Knowledge of NAVSEA requirements for shipboard installations
  • Possess excellent leadership skills and ability to work with team members and subcontractors from various technical and logistics disciplines.
  • Possess excellent interpersonal and communication skills.

Other Requirements:

  • Bachelor’s degree in engineering, Computer Science, Math, or Business Disciplines (Master’s degree desired)
  • Minimum Secret Clearance
  • Experience in program management involving surveillance radars a plus.

Desired Qualifications and Skills:

  • Project Management Professional (PMP) certificate
  • 15 years of experience in program management associated with combat systems development.

Travel Requirements:

  • Limited travel requirements (<15%)
