Human Resource Manager

| Job Description

OVERVIEW

This position is responsible for coordinating the recruitment, onboarding, benefits, training, and

policies & procedures processes at Dayspring Academy.

RESPONSIBILITIES

Recruitment Responsibilities

  • Establish a recruitment and hiring program; be a resource to Principals/Supervisors on the hiring process and candidate selection.
  • Ensure job requirements and employee job descriptions are updated and current for all positions.
  • Post job ads for employment vacancies (on the website and through outside sources such as Handshake.com, Indeed.com, and other recruitment sites).
  • Work with colleges and universities to recruit graduates, including HBCUs; register and submit job openings.
  • Verify employment experience and reference checks of potential new hires.
  • Ensure new hires pass the Pasco County School District’s background screening.
  • Coordinate the internal job application process.
  • Prepare and distribute the annual Intent to Return form.

Onboarding

  • Set up new hires inPaylocity/HR, Payroll system to begin the hiring process.
  • Send welcome email and online onboarding information email to new hires.
  • Process new hires through Paylocity.
  • Coordinate applicant fingerprinting process and clearance and maintain records for all employees.
  • Ensure new employees are authorized through the E-Verify process.
  • Prepare employees for assignments by establishing and conducting new employee orientation and training, including but not limited to:
  • Equal opportunity
  • Sexual harassment
  • Drug, and Alcohol policy
  • Discrimination/Inclusion policy, and procedures to report discrimination
  • Safety in the workplace; workplace accident reporting
  • Security/Safety
  • Ethics
  • FMLA

Training

  • Prepare training materials, schedule classes, and conduct annual employee training sessions, including: 
  • New employee training
  • Office staff training
  • Principals/Supervisors HR/policies & procedures training
  • Supervise the following training programs: 
  • CPR training
  • Clinic training
  • Guest Teacher training

Benefits Management

  • Maintain employee insurance benefits program to include:
  • Preparing annual insurance census and submitting census to the insurance broker.
  • Negotiate rates with the insurance broker.
  • Present insurance options annually to Administration.
  • Coordinate employee insurance benefits educational sessions.
  • Confirm all health insurance enrollments.
  • Process all health insurance changes and terminations.
  • Confirm with Proliant that COBRA has processed all FT employee terminations.

Compensation

  • Verify employee salary rates and changes in employee salaries with CEO/CFO and communicate this information to the payroll department.
  • Maintain pay schedules by conducting an annual review of district and state salary structures.
  • Maintain a compensation plan monthly. 
  • Maintain teacher supplemental pay analysis.
  • Maintain guest teacher pay analysis to remain competitive.

Compliance/Records Management/Data Entry

  • Ensure legal compliance by monitoring applicable human resource federal and state requirements and updating the Administration about these requirements, including but not limited to:
  • EEOC
  • FMLA
  • ADA
  • ACA
  • Wage and Hour law 
  • Maintain appropriate records and DOL job-related postings (federal and state) at each location; update as required.
  • Maintain personnel information records following federal, state, and District guidelines.
  • Update District’s MUNIS database with all HR employee records, including adding new employees, position changes, and terminations.
  • File amendments and other documents to personnel files.
  • Review District fingerprint clearance information every Aug and Jan to ensure compliance.

Policies and Procedures

  • Ensure job evaluations are being conducted school-wide as required and notify Administration when they are not.
  • Maintain and update the Employee, Learner, and Volunteer handbooks.
  • Maintain management guidelines by preparing, updating, and recommending to the Administration HR policies and procedures.

Additional Responsibilities

  • Maintain teacher certification records; coordinate with District HR and Administration on teacher certification compliance.
  • Coordinate District annual audit; compile HR audit documents.
  • Report annual teacher Out of Field information following District guidelines.
  • Prepare, distribute, and report annual employee surveys.
  • Report workplace accidents as required following Workers Comp guidelines.
  • Coordinate all workers comp claims and reporting with the insurance company and assist employees requiring medical care under workers comp.
  • Review all DOE correspondence and respond as required.
  • Review and respond to all state reemployment requests and correspondence; participate in the appeals process as required.
  • Verify payroll for each pay period.
  • Prepare, with the admin team, and distribute annual End of Year checklists to principals.
  • Prepare annual school and employee work calendars.
  • Coordinate updates and publication of the Learner/Parent handbook with the principals and the CEO.
  • Prepare and coordinate the annual employee service award program.
  • Submit updates to the HR website pages.
  • Maintain professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Assist with school productions and events by working each event.
  • Other projects as requested

Requirements

EDUCATION/QUALIFICATIONS

REQUIRED EDUCATION/EXPERIENCE:

  • Bachelor of Arts in Business or related field plus 2 years of extensive HR experience
  • SHRM-SCP Certification

QUALIFICATIONS

  • Ability to accomplish projects with minimal supervision
  • Ability to manage multiple projects and work assignments
  • Excellent communication skills, including writing, proofreading skills, and public speaking 
  • Excellent interpersonal skills both in person and by phone, with a high level of professionalism
  • Excellent customer service ethic and high expectations for quality
  • Member of the Society of Human Resource Management (SHRM) or other national human resource organization
  • Must be able to work some nights and weekends
