Business Line Director
Position Summary
DarkStar Intelligence seeks a Business Line Director with relationships and knowledge of the National Security Agency (NSA) and Air Force Cyber to strategize and oversee the development of business lines, market analysis, customer and project pursuit and plans to attract partners and win new opportunities. This role will lead discussions with potential partners and coordinate with Senior Management on proposals.

Primary Duties and Responsibilities
- Manage full opportunity lifecycle, from customer relationships to opportunity pursuit approvals.
- Understand company capabilities and develop customer and market-specific strategies.
- Execute and maintain an account strategy and opportunity pipeline.
- Oversee the company opportunity management environment and ensure the accuracy of information.
- Identify and qualify high PWIN opportunities, aligning them with company interests and strategic plans.
- Influence and promote the company through various channels, including Market Research, RFIs, and White Papers.
- Shape acquisition strategies using client relationships, company experience, and contract knowledge.
- Facilitate reviews, develop business cases, co-author government inquiries, and attend industry events.
- Build and maintain strategic partner networks, focusing on NSA and/or AF Cyber.
- Liaise between internal groups and teaming partners, and lead on subcontractor opportunities.
- Develop lasting relationships with government customers and position the company as a key partner.
- Lead opportunity pursuit and support Capture and Solution development.
- Negotiate teaming agreements, and contribute to proposal development and contracts.
- Deliver presentations to internal and external audiences.
- Capture Manager for (<$10M TCV) or support larger bids (>$25M in TCV or GWACs).
Minimum Qualifications
- Top Secret/SCI Clearance.
- Bachelor’s Degree 8 years of experience or Master’s Degree with 6 years of experience.
- Proven ability in new business generation, contractual knowledge, and a track record of success.
- Travel as required.
- Strong understanding of federal acquisition regulations and contract vehicles.
- Experience in building and maintaining a qualified pipeline and leading BD efforts for various opportunities.
- Ability to lead interdisciplinary teams, assess competitors, and have excellent communication skills.
- Strong negotiation and influencing skills.
- Relationships and knowledge of target organizations, specifically the National Security Agency and/or Air Force Cyber.
