CVR Associates is Hiring a Housing Specialist / Housing Inspector Near Buffalo, NY

Our Buffalo location is looking to add a new team member who will split their time as a Housing Specialist and a Housing Inspector. Approximately 80% of the position will be in the Specialist role and 20% in the Inspector role. We are looking for a flexible candidate who can switch tasks quickly to address business needs.

The HCV Housing Specialist assists low-income families and individuals, which may include the homeless, elderly or disabled, to secure affordable housing and improved living conditions with the goal of improved quality of life and self-sufficiency. Responsible for completing the ongoing, annual, and interim re-examinations for HCV Program participants such as notifying participants and owner/landlords of updates, initiating move requests, and annual rent adjustments.

As an Inspector, the successful candidate will perform inspections of housing units and properties that are subsidized under the Housing Choice Voucher Program. Communicate findings to owner, tenant or property manager. Complete inspection reports for each unit. Interpret and implement HUD regulations and guidelines. Provide reports and inspection logs to supervisor.

ESSENTIAL DUTIES:

  • Remain familiar with current U. S. Department of Housing and Urban Development ever-changing Federal Regulations as they relate to HCV Programs
  • Adhere to Discrimination and Fair Housing Policy
  • Familiar with applicant and participant eligibility
  • Calculates applicant and participant income determines rent amounts and executes HAP contracts.
  • Schedule and conduct annual and interim redeterminations of eligibility following established guidelines and procedures.
  • Collaborate with other staff regarding department functions, procedures and client status, and request assistance, as necessary.
  • Maintain proper maintenance of client files and computer records to ensure accuracy and timeliness according to HUD regulations and Agency policies and procedures. This includes renewing of contracts for HCV housing participants, including interims and re-certification/review of income and household composition.
  • Answer telephone inquiries from participants and property owners. Return all calls within 48 hours.
  • Maintain caseload in accordance with productivity and performance standards.
  • Perform Housing Quality Standards (including Lead-Based paint compliance) inspections • Identify owner or participant responsibility for repairs
  • Recommend appropriate corrective action for inspection deficiencies and communicate findings to owner and tenant
  • Supply inspection clerk with information pertaining to Abatements for data entry and processing
  • Complete inspection reports for each subsidized unit
  • Provide general program information to the public
  • Work with Rental Analysis regarding Rent Comparable
  • Interpret and implement HUD regulations and guidelines
  • Review data and finding to generate report on inspection of property

QUALIFICATIONS / EXPERIENCE:

  • Knowledge of Housing Choice Voucher, low-income tax credit, similar non-profit programs working with low-income families.
  • Must possess 1-3 years of client service experience.
  • Candidate shall be available for prearranged, occasional overnight inspection assignments anywhere in New York State.
  • Must have a valid driver's license and personal vehicle for local use.

Experience working in a high-volume call and production environment with high performance guidelines and stringent deadline

Job Type: Full-time

Pay: $22.00 per hour

Expected hours: 40 per week
