The Department of Social Services has approximately 732 employees. The primary purpose of this position is to effectively complete cycle of recruitment, selection and on-boarding for vacant positions within the agency and ensuring compliance of all applicable Federal, State and local employment laws. This position is responsible for performing all administrative functions involved in the complex recruitment and selection process for the agency.
This position serves as the technical expert for various occupational groups, including several specialized occupational groups within the Cumberland County Department of Social Services. Evaluates qualifications of all applicants and determines if recruitment procedures are consistent with State Qualifications guidelines. Responsible for scheduling interviews, performing reference and criminal background checks, coordinating drug testing and consulting with Supervisors about vacant positions.
This position is also responsible for the administration and processing of the FMLA; LWOP; Shared Leave and Advanced Leave programs. This position conducts onboarding of new employees & utilizes onboarding software to process employees which includes execution of all hiring documents within the system. Includes agency and county policies and procedures.
The employee in this position also provides office support services and administrative support to the Personnel Officer I (Human Resources Manager).
This position also works independently on a variety of duties. The person in this position must be able to perform under pressure, while maintaining professionalism in all aspects of their tasks.MINIMUM EDUCATION & EXPERIENCE REQUIRED: Graduation from high school and five years of progressively responsible administrative work including at least two years of experience in administering a personnel program(s) for a work unit or in a personnel office, preferably related to the area assigned to the position; or, graduation from a four year college or university and one year of experience in administering a personnel program(s) for a work unit or in a personnel office, preferably related to the area assigned to the position; or an equivalent combination of training and experience.
KNOWLEDGE, SKILLS AND ABILITIES: Ability to interpret and apply standards personnel policies, procedures, and regulations to a variety of personnel transactions; to gather, compile, and evaluate position and employee information; to exercise judgment in evaluating situations and making recommendations concerning employees and positions, transactions, and problems; to establish and maintain effective working relationships with employees, administrative officials, and the general public; to express oneself clearly and concisely in oral and written form; to work independently and to make recommendations; and to organize and supervise the work of other technicians and clerical employees (may be required).

Law enforcement background check is required. Has or is able to obtain a valid North Carolina Driver's License.
This position will be required to assist in emergency and/or disaster situations.
The Cumberland County Department of Social Services has a dress code policy that must be adhered to. This policy includes specific guidelines related tattoos and body piercing.
