Job Summary
Performs a variety of duties related to personal property and state income taxation. With minimal supervision, is primarily responsible for assessing, compiling, analyzing and interpreting data from a variety of external resources. Serves as the primary point of contact with the Department of Taxation in matters regarding state income tax. Assists taxpayers and the general public with questions/concerns regarding tax assessments. Assists in the discovery of personal property.
Job Functions

  1. Research, analyze, compile and compare relevant data (reports, valuation guides, internet tools, etc) to ensure property assessment correctness
  2. Assesses/Determines value of property subject to taxation using criteria established by Code of Virginia
  3. Applies the tax rate as established by the governing body to generate tax due
  4. Researches state and federal registration agencies (DMV, DGIF, FAA) to ascertain property and the owner thereof for local property assessment purposes
  5. Assists taxpayers and the general public with state income tax and personal property assessment questions and concerns
  6. Researches/analyzes monthly/annual reports from DMV to verify accurate personal property assessment records
  7. Performs internal and external discovery methods including field work and desk audits to ensure proper assessment of property
  8. Makes assessment determinations on non-formal appeals based on evidence
  9. Performs data entry, analyzes data, researches, organizes, compiles, calculates and compares relevant data
  10. Responds to taxpayers orally and in writing
  11. Communicates directly with other state and local offices to ensure proper assessment of property
  12. Serves as a liaison between the personal property staff and state income tax staff and external agencies (i.e. DMV, Department of Taxation) in matters regarding taxation
  13. Imports data from various sources including DMV, DGIF, NADA for assimilation into the personal property master file
  14. Audits data for accuracy prior to the closing of the annual personal property tax assessment book
  15. Generates the annual personal property assessment book and Town/County tax bill data. Distributes book and tax bill data (paper and electronic) to Town/County Treasurers
  16. Assesses Public Service Corporation accounts to include personal property and real estate
  17. Generates the annual Public Service Corporation assessment book and Town/County tax bill data. Distributes book and tax bill data (paper and electronic) to Town/County Treasurers
  18. Processes supplemental assessments, exonerations, adjustments and refund requests
  19. Writing of queries to analyze personal property data
  20. Assists with business personal property audits and assessing
  21. Oversees the personal property and state income tax personnel with day-to-day duties to include assessing personal property, auditing/processing/collection of payments of state income taxes
  22. Review, audit, prepare, process and file state income and state estimated income tax returns
  23. Collect state income and state estimated income tax due
  24. Process payment of tax collected through local Treasurer and/or Department of Taxation
  25. Assesses penalty and interest on state income tax
  26. Prepares and process adjustments of state income and estimated income tax due
  27. Organize, sort, compile and mail returns to Department of Taxation
  28. Generates daily, monthly and annual reports
  29. Reconciles/balances daily, monthly & annual reports
  30. Maintains/updates internal state income tax training handbooks
  31. Maintains confidentiality of taxpayer information
  32. Maintains a knowledge of county/state and office policies and procedures
  33. Maintains compliance with county and state tax codes.
Qualifications

Minimum Qualifications & Experience
Education and experience equivalent to a high school graduation supplemented by 3-5 years of experience in performing state income and personal property tax work; or any equivalent combination of qualifications and experience which provides the required knowledge, skills and abilities.
Special Requirements
Must possess satisfactory results of a criminal history background and credit check.
Working Conditions & Disclaimer
Tasks involve the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (12-20 pounds). Must be able to operate office and computer equipment. Must be able to endure extended periods of time at a keyboard or workstation.

COUNTY OF CULPEPER BENEFITS
There are a wide variety of benefits available to full time employees. These benefits include medical, dental, retirement, life insurance, optional life and disability insurance plans, flexible spending accounts, and a deferred compensation program.
RETIREMENT As a condition of full time employment, each individual is enrolled in a retirement plan with the Virginia Retirement System that provides a monthly benefit to all retirees for life. VRS Plans 1 and 2 and the VRS Enhanced Hazardous Duty plans are defined benefit plans. The VRS Hybrid plan consists of both a defined benefit plan and a defined contribution plan.
All individuals, as a condition of employment, are required to contribute 5% of their gross salary into their retirement account each month.
LIFE INSURANCE The County of Culpeper provides a basic life insurance plan for all eligible employees. The coverage amount is an employee's annual salary, rounded up to the next highest thousand, then multiplied by 2. The County pays 100% of the cost of this benefit.
MEDICAL INSURANCE The County provides 2 medical plans that are offered through Anthem; HMO & HSA. Both provide various benefits to meet anyone's needs.

DENTAL INSURANCE The County offers three comprehensive dental plans for employees and their eligible dependents.
HOLIDAY/VACATION/SICK ACCRUALS The County offers 13 paid holidays per year. Vacation and sick accrual depend on the agency, office or department in which an individual is employed.
PAY FOR PERFORMANCE The County currently utilizes a merit pay system to determine employee salary increases.
SHORT TERM DISABILITY The County offers basic income protection through Anthem in the event an employee is unable to perform the essential functions of his or her position. Employees are paid 60% of their gross salary up to 76 days after a 14 calendar day waiting period is met. There is a 7 day waiting period for employees who are covered under the VRS Hybrid plan.
LONG TERM DISABILITY The County also offers additional income protection that will continue beyond the short term disability period until an employee is able to return to work or reaches retirement age. Employees are paid 50% of their monthly salary. This coverage is provided for a nominal cost to employees covered under VRS Plans 1 and 2 and the VRS Enhanced Hazardous Duty plan. This coverage is provided at no cost to all employees covered under the VRS Hybrid plan.

FLEXIBLE SPENDING ACCOUNT The County offers a Flexible Spending Account (FSA) that allows employees to set aside up to $2,500 annually, on a pre-tax basis via payroll deductions, to pay for eligible medical, dental or vision expenses not covered by the benefit plans. This program is regulated by the IRS and runs concurrent with the benefit plan year. Open enrollment is held annually.
DEPENDENT CARE ASSISTANCE PROGRAM The County offers a Dependent Care Assistance Program that allows employees to set aside up to $5,000 annually, on a pre-tax basis via payroll deductions, to pay eligible dependent care expenses. This program is regulated by the IRS and runs concurrent with the benefit plan year. Open enrollment is held annually.
DEFERRED COMPENSATION The County offers a 457 through Nationwide as another alternative to set aside money for retirement.
WELLNESS PROGRAMS All eligible employees and their dependents are able to receive a flu shot each year. This program is free to employees, and offered at a nominal charge for spouses and dependents 18 and older.
