Overview:
Culmen International is hiring a Program Manager to provide leadership, management and direct support for the Department of Homeland Security (DHS), US Immigration and Customs Enforcement, (ICE). Specifically, the Program Manager will be an integral part in supporting the efficient and timely transportation of unaccompanied children (UCs) and family unites (FAMUs) from point of entry into the US across the nation to Office of Refugee and Resettlement (ORR) shelters and other ICE locations as directed by ICE and Juvenile and Family Management Transportation and Compliance Unit JFMTCU. This structure will include a robust reporting system that will allow ICE staff with real-time access to all data regarding this contract.

Roles & Responsibilities:
The Program Manager will be responsible for providing oversight and ensuring the proper execution of this national level program and project deliverables. This position will require considerable collaboration with team members and United States Government (USG) employees which includes senior members of the government, contracting officer and contracting officer representative. The Program Manager’s guidance will be essential to operating the project to completion in accordance with established timelines.
Roles and responsibilities:
- Directly responsibility for cost, schedule and performance parameters and implementing effective risk mitigation plans for issues and risks that may arise
- Overall responsibility for effective and efficient Ground and Air transportation coordination.
- Ensure quality performance of contract, including tracking transportation metrics and key elements of facility performance.
- Responsible for adherence to USG IT security and privacy policies and protocols.
- Provide leadership and guidance to team members to ensure project is carried out properly and timely.
- Communicate key insights, objectives and overall strategy to both Culmen and USG executive team and frontline employees.
- Collaborate with USG stakeholders at regular intervals to coordinate information exchange between both parties.
- Responsible for supporting contract through all phases.
- Facilitate and coordinate meetings, telecons/VTCs with key stakeholders, ICE management, the COR, and others as directed by the federal program manager.
- Ensure that all staff in contact with UCs have their best interest as primary consideration.
- Manage day to day operations of a nationally distributed, multi-functional team.
- Oversee program financial tracking and reporting systems.
- Coordinate with key corporate support offices to align efforts for program success.
- Track and review contract deliverables.
Basic Qualifications:
- 8 years direct experience supervising transportation services of UCs and families in the United States
- 2 years of documented experience in a field related to law, social work, detention, corrections, or similar occupational area
- Knowledge of DHS, ICE laws, policies and protocols and federal regulations regarding safe transportation of UCs and FAMUs
- Bachelor’s degree from an accredited university; or an associate degree with two or more years of additional relevant experience may be substituted for a bachelor’s degree or more than four years of additional related experience may be substituted for a degree.
- Exceptional organizational and program/project management abilities
