SUMMARY: Responsible for the daily operational management of the owned and managed fleet ensuring those vessels are operated safely and cost effectively.

GENERAL RESPONSIBILITIES:

  • Management of all aspects of marine operations for Crowley Puerto Rico Service’s Tug and Barge Fleet operating in various regions, including, but not limited to supervision of fleet employees' performance and development, vessel equipment maintenance and modification, customer communications and administration of assigned budget(s)
  • Facilitate and attend daily meetings to act in support of terminal managers and to address issues effecting fleet.
  • Oversight of vessel schedules as directed by the customer’s needs – including maintenance, updating of vessel schedule software.
  • Review, coding, and approval of invoices for assigned vessels, to include: invoices for agents, tugs, pilots, line handlers etc.
  • Review and response to communication from vessels, agents, Class, Flag and Port State and company representatives.
  • Represent company in relationships with Government agencies, to include: USCG, Customs and Boarder Protection, Immigration, USDA, APHIS, and EPA.
  • Supervise and direct the assigned Marine Superintendent and Vessel Captains in executing timely and cost-effective operations, maintenance, repairs, and parts inventory.
  • Coordinate vessel movements, including berthing and vessel assist requirements.
  • Review, code, and approve payroll and expense reports for direct reports.
  • Production of weekly report on vessel operations, to include vessel outstanding or resolved issues.
  • Monitor and ensure compliance with vessel budgets.
  • Support weekend on call schedule – serving as after-hours contact for vessels, customers, operational personnel, and terminal operations. Monitor weather at assigned port(s) to ensure the safety of moored vessels.
  • Assist with investigations, audits, regulatory inspections and surveys, and risk assessments.
  • Develop budgets for assigned responsibilities, based on forecast of work and funding requirements, including planned, emergent and shipyard/drydock costs.
  • Coordinate reviews of monthly budget reports with direct reports and provide periodic updates to customer.
  • Develops operations procedures and best practices to attain cost savings, improve vessel material condition, and mission readiness.
  • Participate in periodic financial review process.
  • Monitor and ensure compliance with regulatory agency (USCG, ABS, etc.) requirements and guidelines.
Qualifications

EDUCATION:
Bachelor's Degree from a Maritime Academy with a USCG License. At least 10 years in the maritime industry may substitute for a degree.

EXPERIENCE: 5 or more years as a sailing officer or academy graduate with 2 years sailing. Previous shoreside vessel management experience. Preference given to individuals with significant towing experience in the capacity of Captain. Previous CPRS liner service experience preferred.

TECHNICAL PROFICIENCY: Proficient in Microsoft Office products, including Excel, Outlook, Word, and Teams. Proficiency in the use of CargoMax preferred. Knowledge of Helm ship management and NS software preferred.

COMPETENCIES: Ability to apply skill sets and demonstrate proven experience developing, improving, and streamlining processes to meet established goals and objectives. Ability to effectively manage projects that may vary in nature and scope.

OTHER: Valid MMC. Valid Transportation Worker Identification Card (TWIC) credential is required. Subject to a Motor Vehicle Records (MVR) check to obtain your driving history. Job may involve periodic travel to multiple locations with extended stays away from the homeport.

JOB SCOPE: Position impacts multiple business units/segments.

WORKING CONDITIONS: Works both inside an office environment and outside in conditions of both high and low temperatures. May be exposed to odors, dust, dirt, mechanical hazards, high noise levels and potentially dangerous equipment. Must be able to crouch and stoop to get into areas with restricted headroom and be able to climb ladders. May require extended use of computer keyboard and viewing of computer monitor and ability to sit for long periods of time.
