USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.

Credence is seeking a Safe and Accountable Programming (SAP) Advisor to support the Technical and Program Quality (TPQ) in USAID’s Bureau for Humanitarian Assistance (USAID/BHA). Given that neither technical nor program quality can truly exist without centering affected people, the Safe and Accountable Programming (SAP) Advisor will be a critical part of USAID/BHA’s efforts in making humanitarian programs safer, more dignified, accessible, and accountable to the people we seek to serve. The incumbent will provide technical support and work closely with other teams across USAID/BHA, as well with other stakeholders, to to ensure that USAID/BHA—the largest humanitarian donor globally— supports humanitarian programming that is inherently safe and protective, does not amplify or create risks, and centers affected people, especially the most vulnerable. SAP Advisors draw from their technical knowledge of Safe Programming/Protection Mainstreaming, Protection from Sexual Exploitation and Abuse (PSEA) and Accountability to Affected Populations (AAP) alongside their experiences in safeguarding, community engagement, and GBV risk mitigation. The SAP Advisor is a member of the Safe and Accountable Programming Team—part of TPQ’s Protection and Community Capacities (PCC) Division. The SAP Advisor’s day-to-day work assignments and oversight will be provided by the SAP Team Lead, with formal supervisory and evaluation functions performed by a Credence contract supervisor.

Salary Range

Full pay range for this position is $115,000.00 to $145,000.00 per year, with the starting wage determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities include, but are not limited to the duties listed below

  • Serve as an expert to inform USAID/BHA initiatives on safe and accountable programming (SAP), particularly on issues relating to safe programming/protection mainstreaming, AAP, community engagement, PSEA, and GBV risk mitigation.
  • Support the mainstreaming of protection principles and safeguarding throughout all sectors, activities, and operations funded by BHA through building technical relationships with key BHA Geographic Offices, Response Teams (DART/RMTs), technical sector teams, implementing partners and key global stakeholders.
  • Conduct assessments and analysis of humanitarian conditions and programming for affected populations and make context specific recommendations on ways to improve response strategy and programming to support and promote beneficiary safety and dignity, avoid unintended negative effects, improve accountability to affected populations and community engagement and protect against sexual exploitation and abuse in responses.
  • Work with regional teams to develop and implement appropriate and comprehensive SAP strategies, including programming and advocacy recommendations, tailored to their regional context and protection needs in coordination with geographic teams in DC and the field, relevant USAID Offices and Missions, relevant USG agencies and US Embassies, relevant donors and/or relevant host country ministry officials.
  • Serve as a focal point on protection from sexual exploitation and abuse (PSEA) in emergencies.
  • Support the development of select SAP Team technical information products, guidance notes, technical standards, data analysis, and practical job aides for BHA colleagues in the field.
  • Provide technical insights into trends, gaps, and needs when it comes to SAP issues globally in order to advise on funding priorities for “global goods” on technical SAP issues. Support management of these global awards.
  • Provide technical feedback to USAID/BHA’s geographic (country) teams on the SAP aspects of funding applications submitted to BHA.
  • Produce effective written and oral briefings that educate and empower USAID/BHA staff, including USAID leadership, to advocate for the safety and dignity of affected people. Develop technical messages for high-level meetings and key global events. 
  • Apply an advocacy approach to champion safe and accountable programming within the U.S. government; serve as a senior expert to provide humanitarian perspectives to inform policies that advance SAP issues.
  • Help drive USAID/BHA’s thought leadership for SAP issues in the International Humanitarian System. Liaise with technical counterparts in U.N. agencies and with other donors to coordinate, share information, and when appropriate, harmonize to best practices and evidence base emerging on SAP practices.
  • Travel to the field, sometimes at short notice and for extended periods of time, to advise regional teams on safe and accountable programming issues. It is expected that this position will require travel up to 25 percent of the time, providing support during disaster responses.
  • Perform other duties as assigned.

Education, Requirements and Qualifications

  • Minimum Education and Experience: BS 2 Years, MS 0 , or HS 6
  • Preferred Education and Experience
  • Master’s degree and 6 years of experience or Bachelor’s degree and 8 years of experience working on safe programming/protection mainstreaming, protection from sexual exploitation and abuse, and Accountability to Affected Populations and community-led processes in humanitarian contexts
  • At least two years of progressively responsible experience in humanitarian assistance, disaster relief, international development, or similar fields.
  • Must be able to obtain and maintain a US Government issued Secret clearance for the duration of your employment.

Other Qualifications and Requirements

  • Possess excellent judgment and reliability;
  • Experience working directly on safe programming/protection mainstreaming, related issues and/or broader protection issues, preferably in a UN, NGO or, government environment. Examples of relevant experience include, but are not limited to, demonstrated expertise in: protection interventions that promote and monitor safe programming and community engagement/meaningful participation;
  • Demonstrated fluency in critical concepts of safe programming/protection mainstreaming, PSEA, AAP, and community-led processes in humanitarian contexts, and ability to develop program strategies or guidance to reflect those standards. While the incumbent does not need to have expertise in all SAP areas, they must have demonstrated expertise in at least one or more SAP issues as applied to the international humanitarian environment;
  • Strong written and oral communications skills, including the ability to write technical documents and speak about PSEA, AAP, and safe programming issues faced by vulnerable groups in emergencies to colleagues within and outside of USAID;
  • Strong interpersonal skills and experience working effectively both independently and as a member of a team;
  • Have strong organizational skills and exceptional attention to detail;
  • Be able to multi-task and work under deadlines in a fast-paced and collaborative environment;
  • Be capable of prioritizing tasks and follow up on actions without prompting;
  • Be flexible and adaptable to changing circumstances; and
  • Be willing to go the extra mile and participate as an active team member who assists other team members as necessary.
  • Working Conditions and Physical Requirements:
  • Incumbent has the option to work remotely full time or may choose to work in the Washington, DC metro area in a hybrid environment (in-person with the ability to telework).
