COUNTY OF VOLUSIA is Hiring a Projects Coordinator-Field Compliance Officer Near Fl 32720, FL

This position will work in the Office of Recovery and Resiliency which is responsible for the administration of $328.9 million in CDBG-DR funding. Primary responsibilities for this position will be construction compliance according to HUD guidelines. This is a fast-paced work environment.

This position is grant funded and will conclude when the scope of the position is no longer necessary.

  • Monitors and ensures adherence to contract specifications. 
  • May supervise safety and risk management programs relative to the area of assignment.
  • Tracks job progress according to completion time indicated in the scope of work and maintains file of contractor violations related to such.
  • Tracks contractor complaints and makes recommendation for resolution to supervisor.
  • Updates internal progress spreadsheets.
  • Conducts initial on-site inspections and completes implementation feasibility worksheets.
  • Completes on-site Housing Quality Standards inspections.
  • Conducts site visits and inspects projects for timely implementation.
  • Schedules and conducts on-site final inspections.
  • Reviews invoices for compliance with work write up, draw schedule or other implementation plans for management's approval.
  • Tracks contractor complaints, maintains file of contractor violations and makes recommendations for resolution to management.
  • Reviews tab sheets and proposed award to ensure compliance with procurement policies.
  • Completes quality control Inspections or residential homes under renovation or reconstruction.
  • Ensures renovations or reconstruction conforms to HUD Community Development Block Grant Disaster Recovery HQS as defined by the program.
  • Creates home inspection checklists and reports for all daily visits.
  • Identifies reoccurring issues, delays and deficiencies on all projects and reports them to supervisor and manager. 
  • Applies practical knowledge of construction techniques to quality control inspections.
  • Performs field inspections on residential buildings and other structures during the course of installation, erection, alteration, repair, or throughout construction to determine conformity of entire structure with prior approved plans, and compliance with all pertinent construction standards.
  • Carries out detailed inspections as assigned by immediate supervisor concerning plans, specifications and construction procedures.
  • Checks layout and grade on construction projects. 
  • Makes written reports to supervisors as to job progress and percentage of completion on projects and keeps up to date the system of record. 
  • Works closely with supervisor to carry out detailed inspections as assigned concerning plans, specifications and construction procedures.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to federal, state, county, and local ordinances.
  • Performs other duties as assigned. 
  • Responds to emergency situations.
Mental Demands: Ability to read and comprehend technical manuals, safety instructions and procedures, schematics, blueprints, layouts, instructions, memos, contracts, grants and letters. Ability to perform shop math. Ability to write instructions, summaries, reports, memos, letters. Ability to speak clearly and concisely.
 
Physical Demands: Ability to stand, lift (50 lbs.), stooping, crouching, pulling, pushing, kneeling, reaching overhead, climbing, crawling, bending, reaching, hearing and visual acuity (peripheral vision, depth perception) necessary to operate a motorized vehicle. Talk by expressing or exchanging ideas by means of spoken word; hear by perceiving nature of sounds by ear; see impressions through the eyes. Must be able to lift, carry and set up a ladder.
Environmental Demands: Both inside and outside work. Ability to tolerate wind, heat, humidity, cold, dust, fumes, odors, noise, rain. May involve exposure to closed, confined spaces, chemicals, and biting insects.Graduation from high school or Vo-Tech school or possession of a GED; and two (2) years' experience in building maintenance or project/contract management.
 
Having met the minimum qualifications, the preferred candidate will have experience with plans review and will have five (5) years of experience as a residential contractor or residential building inspector or superintendent. 
 Must possess and maintain a valid Florida driver's license. 

 A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
  • Knowledge of the principles, practices, tools, supplies, materials, equipment, and personnel required for building maintenance and construction.
  • Knowledge of all skilled trades.
  • Knowledge of cost estimating and maintenance methods and techniques. 
  • Knowledge of the Florida Building Codes.
  • Knowledge of the principles, methods, materials, and equipment common to all construction work.
  • Basic knowledge of Xactimate estimating program.
  • Ability to read blueprints to determine the amount and type of materials required.
  • Ability to read and understand grants and/or contracts.
  • Ability to submit and maintain accurate records and reports.
  • Ability to demonstrate computer skills in area of assignment.
  • Ability to recognize faulty construction or hazardous conditions.
  • Ability to read and interpret building construction plans and specifications.
  • Ability to communicate firmly, tactfully and impartially.
  • Ability to maintain records and enter documentation into the system of record daily. 
  • Ability to assist in preparing reports.
  • Ability to establish and maintain effective working relationships with employees, contractors, engineers, architects, suppliers, code enforcement and the general public.
  • Ability to make detailed technical inspections and to control assigned projects from commencement to final inspection and acceptance. 
  • Ability to ensure the project is compliant with program details.
  • Ability to make schedule adjustments as needed to prioritize workload.
  • Ability to coordinate office work and field investigations with other agencies so as to further enforce all County code compliance efforts.
  • Ability to ensure that the supervisor and others are apprised of any important, unusual, or sensitive areas involved.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work under stressful conditions.
  • Ability to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.
