COUNTY OF VOLUSIA is Hiring an Activity Project Manager - Working Title: Finance and Administration Manager - Ocean Center Near Daytona Beach, FL

JOB
Serving as a member of the executive team at the Ocean Center directing and managing the following functional areas: box office, contract compliance, payroll/human resources, financial reporting and accounting, control processes, budgeting, and information technology.
EXAMPLE OF DUTIES

The omission of specific duties does not exclude them from the position.)Manages the day-to-day operations of the box office, including management of personnel, customer service, promoter interface, show settlements, resolution of box office- related issues, ticket distribution, box office vault management, construction of shows to promoter specs, balancing of daily reports with sales, data integrity, Ticketmaster/Universe system accounts, settlement reports, etc.Manages the contract compliance life cycle to include the set up and maintenance of event files, issuance of contracts, receipt of executed contracts, deposits, insurance, estimates, event settlements, collections, and other pertinent information. Takes necessary action to ensure contract requirements are met and serves as liaison to Volusia County legal team during contract development and enforcement.Manages the payroll process and serves as staff liaison to Volusia County Payroll staff.Manages the recruitment process for the Ocean Center in conjunction with Volusia County Human Resources Department.Develops and manages the training and employee enrichment program for Ocean Center staff.Assist the General Manager in counseling of personnel and delivery of disciplinary actions in compliance with current policies and procedures as directed by the General Manager and Volusia County Human Resource staff.Coordinates the annual performance review process.Establishes procedures and schedules for preparation and completion of financial reporting and accounting activities (invoicing, journal entries, etc.) required by Volusia County Finance Department staff. Manages assets and necessary inventories and reporting of disposals.Reviews financial information for accuracy and completeness.Prepares daily, weekly, monthly, and yearly reports of financial information as requested by the General Manager and/or Volusia County Finance staff.Assists department managers by providing financial information or reports to enhance the operation of their departments.Directs the annual Operating Fund(s) to include providing necessary documents, files, and information to management to enable their participation in the budget preparation process.Works with General Manager and Volusia County Facilities staff on the development and coordination of the Capital Budget, track expenditures, and provide reports.Reviews and revises all budget data to meet the approval of the General Manager and the Volusia County Chief Financial Officer.Analyzes and investigates deviations from forecast to actual.Creates, monitors, and recommends control policies and procedures.Recommends and implements necessary changes or enhancements and monitor compliance.Interacts with staff to provide information and direction regarding proper policies and procedures.Coordinates and conducts internal reviews on processes and procedures to ensure compliance with accounting standards and coordinates with the Volusia County Internal Auditor.Liaison to county purchasing to coordinate Ocean Center purchasing practices and ensure Ocean Center remains in compliance of Volusia County Purchasing Policies.Manages the General Ledger system to include creation of purchase solicitations and process Purchase Orders and Delivery Order for payment.Coordinates staff use of Master Agreements and approves vendors working with Volusia County Purchasing staff to ensure OC has necessary MAs.Directs the information technology staff, policies, and procedures of Volusia County, and oversees strategic direction of technology working with Volusia County Information Technology staff.May be assigned to other county locations based upon operational needs.Attends work on a regular and consistent basis.Must adhere to Federal, State, County and Local ordinances.Responds to emergency situations.Performs other duties as assigned.

Ability to see, talk; finger dexterity. Visual acuity (depth perception, peripheral vision) necessary to operate a motorized vehicle.Environmental Demands: Inside work.Mental Demands: Ability to read and comprehend technical and professional journals and manuals; financial reports, letters, memos, abstracts, instructions; legal documents, ordinances and statutes. Ability to perform advanced mathematical functions. Ability to write reports, financial reports, memos, letters, instructions and procedures. Ability to speak publicly; conversant in theory and practices of discipline; persuasive speaking. Ability to analyze data and develop conclusions. Ability to identify and resolve problems.
