The County classification title is Health Care Program Coordinator .

This position aims to provide comprehensive support for both pets and people by identifying and minimizing potential barriers to County services for vulnerable individuals and their beloved pets.

It involves assessing barriers to service, coordinating pet-related opportunities between departments, and identifying resources to support vulnerable individuals and their pets, fostering collaboration across human service programs.

Travel throughout Santa Barbara County is required for this role , which can be home-based out of any of our three shelter locations in Santa Barbara, Santa Maria, or Lompoc.

Civil Service Rule . Extra Help Appointment. An extra help appointment is defined as an appointment made to a non-regular, non-permanent position established on a temporary basis to meet peak loads, unusual work situations, seasonal and recurrent work, intermittent assignments, or emergencies.

These positions are exempt from the Provisions of the Civil Service Rules.

Benefits will be offered once EXH employees reach Affordable Care Act (ACA) eligibility.

THE POSITION

Under general direction, plans, develops, implements, and coordinates health or animal programs and / or related administrative services;

supervises staff; and performs related duties as required.

THE IDEAL CANDIDATE will possess :

  • Effective Communication : Communicate effectively with pet caregivers, offering guidance, support, and access to veterinary services and pet-friendly resources.
  • Program Development : Take initiative in developing and managing programs such as safety net foster programs and animal care initiatives, ensuring the welfare of shelter pets and promoting adoption and community engagement.

The Pawsitive Care Coordinator is a pivotal liaison position connecting the Public Health Department’s Animal Services with other departments and agencies within the County of Santa Barbara, including, but not limited to : Social Services, Community Services, Probation, and Behavioral Wellness.

To further the County's "No Wrong Door" approach to health and human services, we are dedicated to offering comprehensive support for both pets and people.

Our goal is to identify and minimize potential barriers to County services that may affect vulnerable individuals and their beloved pets.

For instance, individuals in need of regular clinic visits, rehabilitation, or mental health care, as well as those experiencing homelessness seeking shelter, or farmworkers requiring social services, might face challenges accessing these vital services due to transportation limitations, lack of co-sheltering options, or insufficient resources to temporarily house their pets.

This position will assess the presence of barriers to service existing pet-related opportunities for coordination between departments, and identify potential pet care and safety net foster resources.

These resources will support vulnerable individuals being navigated within the County for whole person care. This multifaceted approach aims to address the unique challenges faced by our most vulnerable population and their pets, fostering collaboration across human service programs.

ANIMAL SERVICES DIVISION :

The Santa Barbara County Animal Services Division operates three open admission animal shelters serving nearly , pets annually across all of Santa Barbara County with the exception of the City of Carpinteria.

We provide field and shelter services, adoption and lost and found programs, and have a very robust volunteer program. We also lead Project Pet Safe in coordination with partners, which promotes responsible pet ownership through vaccination, licensing, spay and neuter, and microchipping of pets.

  • Build bridges across human service programs similar to the .
  • Participate actively in meetings involving Animal Services and other County departments, ensuring seamless case management for individuals with pets.
  • Provide direct engagement and support for pet caregivers, offering guidance, pet care supplies, and assistance with accessing veterinary services and pet-friendly resources.
  • Identify service gaps through comprehensive assessments, working collaboratively to develop innovative solutions for the needs of pets and their caregivers.
  • Collaborate with housing organizations to establish safe spaces for pets at shelters, boarding facilities, and other locations, aiming to prevent pet abandonment.
  • Develop and manage a safety net foster program for pets during crises or temporary homelessness, ensuring their well-being.
  • Advocate for animal considerations within the newly launched Farmworker Resource Center, promoting the welfare of pets in the community.
  • Develop and implement animal care, behavior, and enrichment programs, ensuring the well-being of shelter pets.
  • Utilize social media platforms to effectively market shelter pets, increasing adoption rates and community engagement.
  • Lead and manage a volunteer team, providing guidance and support to enhance the volunteer experience and maximize their impact on shelter operations.
  • Collaborate with County departments and nonprofit partners to develop innovative solutions for shelter pets, addressing the unique needs of vulnerable individuals and their pets.

Employment Standards

  • Two () years of experience providing professional-level program or administrative support to management, preferably in a health-care setting directly related to this assignment; OR ,
  • A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.

Knowledge of : program coordination; budget preparation and monitoring; Standard English usage and grammar; training methods and principles.

  • Ability to : learn and apply federal and state regulations related to assigned program; learn the principles and practices of supervision;
  • establish standards and evaluate performance; analyze data, make recommendations, and develop strategies and solutions; prepare a variety of written documents;
  • communicate technical information to persons without technical training; make presentations to groups; establish and maintain working relationships with service providers, representatives of other organizations and agencies, and colleagues;

demonstrate tact and persuasion in representing the program; perform arithmetical calculations; learn the grant application process.
