County of San Luis Obispo is Hiring a Behavioral Health Division Manager - Access and Crisis Services Division Near San Luis Obispo, CA

The County of San Luis Obispo Health Agency is recruiting for a Behavioral Health Division Manager for the Access and Crisis Services Division to lead County staff and programs dedicated to improving access to behavioral health care, and oversight of the local crisis continuum of care.

The Behavioral Health Division Manager will plan, organize and direct the operations, activities and services of the Access and Crisis Services Division; coordinate, direct, supervise and evaluate personnel; develop resources and provide communications to meet identified County and public behavioral health service needs, and ensure effective and efficient division activities. Programs in the Division are funded by a variety of sources, including grants, and the Division Manager is responsible for budget development and management.
 
The Access and Crisis Services Division supports a wide array of services, programs, and administration including the Department’s managed care access operations; coordination with local hospitals, crisis facilities (PHF, CSU, out of County hospitals, Sobering Center), and transitional care to intensive and outpatient behavioral health clinics; oversight and management of grant administration to support mobile crisis, urgent care, and other strategic initiatives; and direction, development, monitoring, and evaluation of providers contracted services with a keen awareness of the state and federal regulations, practices, policies, and procedures.

Skills and qualities of an ideal candidate:
  • Experience leading and supervising diverse staff and programs.
  • Robust understanding of behavioral health issues within the continuum of crisis and 24/7 coordinated systems of care. 
  • Experience and understanding of services managing involuntary psychiatric holds (5150/5585) by considering their capacity, staffing, as well as State regulations.
  • Experience in, and a desire to continuously improve, public engagement around difficult issues such as access to care, homelessness and housing, serving vulnerable populations, and diversity, equity and inclusion in program development.
  • Ability to work independently and manage multiple tasks.
  • Demonstrated ability to collect, analyze, and evaluate various sources of data, and produce clear, engaging, and professional written content.
  • Experience developing, writing, and monitoring contracts and grants, including demonstrated ability to work well with community partners and providers.
  • Confidence in public communication, including outreach activities, public speaking, and media engagement.
  • Experience in managing challenging behavioral health initiatives (preferred).
  • Understanding of issues related to health access in diverse populations (preferred).
Minimum Qualifications:
A Master's degree in counseling, psychology, social work, nursing, public health, public policy, public administration or business administration, or other closely related field AND five (5) years of professional behavioral health experience (two (2) years of which shall have included program/personnel supervision and increasingly responsible administrative duties);
OR, a Bachelor's degree in counseling, psychology, social work, nursing, public health, public policy, public administration or business administration, or other closely related field AND seven (7) years of professional behavioral health experience (two (2) years of which shall have included program/personnel supervision and increasingly responsible administrative duties).
Job related experience may substitute for the education requirement on a year-for year basis.
