Position Announcement

Job Title: Risk Manager

Salary: Up to $39,776.00/year

Position Status: Part-Time (approx. 1000 hours/year), Contracted

SUMMARY

The final salary and terms for this position will be outlined in a contract subject to approval by the McLean County Board.Under executive direction, plans, develops, and administers the comprehensive countywide risk management program. Responsibilities include identifying and assessing risk exposures to the County; determining and implementing appropriate techniques and practices to reduce the county’s liability exposure; determining the best methods for financing risk liability; and negotiating/settling claims against the county. Work is performed according to state law and risk management guidelines. Work is reviewed by the County Administrator and County Board for adherence to guidelines and program results.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (May not include all duties performed)

  • Maintains, amends, and keeps current the many components of the County’s Risk Management Plan, including the identification of long term and short-term goals and objectives; supports other County departments’ efforts to comply with state and federal safety standards.
  • Represents the County Board and others segments of the County government in claim adjudication activities; monitors and seeks compliance in certain types of third-party contracts with vendors and other agencies where risks may accrue to the County.
  • Monitors and reports to the County Board, the status of the Risk Management Fund; evaluates pending claims and reserves for self-insured claims using actuarial projections and professional judgement to make suitable adjustments to the Risk Management Fund by County Board appropriation; provides quarterly reserves reports to the County Treasurer
  • Identifies, assesses, monitors, and researches many areas of County activities which present a risk to the governmental corporation, employees, and the public; proposes new or amended programs, policies, and procedures, and provides trainings, often in concert with department heads, the County Administrator, and the County Board.
  • Designs and bids insurance specifications, provides analysis of proposals, negotiates costs and coverages, recommends the selection of the provider and related coverages to the County Board for approval, followed by implementation of the program providing coverage.
  • Performs related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Considerable knowledge of principles and practices used in risk management planning and activities.
  • Knowledge of insurance programs, benefits, and guidelines.
  • Knowledge of effective training techniques.
  • Knowledge of OSHA, ADA, DOT and other similar risk related rules and regulations.
  • Ability to research, analyze, assess, issues and problems related to risk.
  • Ability to persuade others to accept offers of settlement or benefit changes.
  • Ability to plan, budget, and manage program areas.
  • Ability to plan, direct, and evaluate the work of administrative personnel.
  • Ability to coordinate efforts of legal staff, insurance vendors, and County officials.
  • Ability to communicate with tact and diplomacy.
  • Ability to communicate orally and in writing.
  • Ability to establish and maintain effective working relationships with officials, department and agency heads, colleagues, and the public.

MINIMUM EDUCATION AND EXPERIENCE

A bachelor’s degree in business or public administration or related field, and considerable, progressively responsible experience (4-6 years) in governmental risk management; or any equivalent combination of training and experience that provides the required knowledge, skills, and abilities.

CERTIFICATES, LICENSES, REGISTRATIONS

Possession of a valid driver's license, proof of insurability, and safe driving record.

Associate in Risk Management, Certification in Risk Management, Chartered Property and Casualty Underwriter, or equivalent professional designation required.

This position requires sitting, standing/walking and may experience occasional standing, walking, stooping, kneeling, reaching, lifting, and repetitive motion – use of the wrists, hands, and fingers.

Defined as sedentary work – exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, and pull of objects. Sedentary work involves sitting most of the time. Close visual acuity required to perform activities such as preparing and analyzing data and figures, viewing a computer terminal.

WORK ENVIRONMENT

The work is performed primarily indoors in an assigned office area of a county building or facility. Work occasionally is performed at various indoor or outdoor locations of county facilities. Work requires periodic operation of a motorized vehicle.
