JOB DESCRIPTION

Job Title: Clinical Manager I/II, RS 

Department: Recovery Services

Reports To: Assigned Senior Manager

Supervises: Assigned Staff

FLSA Status: Exempt 

Pay Grade: E7 (I) E8 (II) 

Job Type: Full-Time, Regular

General Functions:

The Clinical Manager oversees the clinical services throughout the Recovery Services department’s continuum of care. The Clinical Manager ensures clinical service delivery per Cook Inlet Tribal Council’s vision and mission and follows all State and Federal service delivery requirements. The Clinical Manager will monitor adherence to and suggest best practices focusing on program outcomes and trauma-informed care. 

Duties and responsibilities:

Clinical Manager I

  • Collaborate with Clinical Supervisors and Program Managers throughout the Recovery Services continuum of care.
  • Ensure services are trauma-informed, culturally-focused, evidence-based, and per policy and procedures, 
  • Provide clinical training, coaching, and mentoring.
  • Ensure delivery of services within the scope of practice.
  • Provide clinical oversight of weekly Case Staffing and overall clinical care.
  • Review and provide input for clinical care.
  • Co-facilitate clinical staff training and education as assigned.
  • Serve on the Continuous Quality Management (CQM) team and adhere to CQM procedures and appropriate RSCMS documentation.
  • Work closely with Program Managers to create meaningful staff development and individual learning plans.
  • Maintain an active presence and availability on the treatment units.
  • Participant in, review, and update Clinical Policies and Procedures as needed. 
  • Review Clinical outcomes and suggest the implementation of services and protocols to create positive change.
  • Support Human Resources and Program managers in recruiting, interviewing, and hiring new clinical staff. 
  • Maintain confidentiality according to all state and federal regulations, policies, and procedures.
  • Work as a liaison between Recovery Services and other departments, and address escalated situations as needed. 
  • Participate in training sessions and presentations associated with funded projects as needed.
  • As a part of the management team, update policy and procedural processes.
  • May serve as acting supervisor/manager during supervisor/manager’s absence.
  • Perform all related duties as assigned.

Clinical Manager II

  • Perform all duties and responsibilities of the Clinical Manager I position with a higher level of proficiency.
  • Support Clinical Manager I staff by answering questions, providing guidance, and making recommendations. 
  • Job Responsibilities Related to Participant Privacy
  • Employee is expected to actively participate in CITC privacy training and to protect the privacy of participant information in accordance with CITC's privacy policies, procedures and practices, as required by federal and state law. Failure to comply with CITC's policies and procedures on participant privacy may result in disciplinary action up to and including termination of employment.
  • Employee may access protected health information and other participant information only to the extent necessary to complete job duties. Employee may only share such information on a need to know basis with others who have job responsibilities related to treatment, payment, or other CITC operations.
  • Employee is encouraged and expected to report, without the threat of retaliation, any concerns regarding CITC's policies and procedures on participant privacy and any observed practices in violation of the policy to the designated Privacy Officer.

  • Excellent public relations, meeting coordination, and community organizing skills.
  • Demonstrated ability to negotiate, mediate, and manage conflict in various settings and contexts.
  • Demonstrated complete understanding of HIPAA and Confidentiality Laws.
  • Demonstrated understanding and full knowledge of ethical concerns and laws in the Substance Abuse and Mental Health field.
  • Demonstrated experience working with Alaska Native people and an understanding of their values and belief systems and knowledge of Alaska Native and community resources
  • Demonstrated ability to inspire community participation and build coalitions.
  • Strong knowledge of case management principles.
  • Ability to express ideas constructively, both orally and written.
  • Ability to work with diverse populations with multiple barriers.
  • Demonstrated ability to work independently as well as in a team environment.
  • Ability to manage time effectively and manage multiple deadlines and projects. 
  • Demonstrated ability to use sound and accurate judgment and apply experience to resolve non-routine problems independently and with direction from supervisor.
  • Ability to supervise and lead others.
  • Strong computer literacy in word processing, email, internet, spreadsheets, and case management systems.

Minimum Qualifications:

Clinical Manager I

  • Bachelor’s Degree in Sociology, Social Work, Psychology or Counseling, or a related field.
  • Two (2) years experience delivering trauma-informed care services.
  • Five (5) years of progressively responsible clinical experience.
  • Three (3) years of supervisory experience.
  • Alaska Chemical Dependency Counselor Certification II (CDC II) or can obtain certification within three months from the hire date.

Clinical Manager II 

  • Master’s Degree in Sociology, Social Work, Psychology or Counseling, or a related field.
  • Four (4) years experience delivering trauma-informed care services[MP1] .
  • Seven (7) years of progressively responsible clinical experience.
  • Five (5) yers of supervisory experience. 
  • Three (3) or more years experience delivering trauma-informed care services.
  • Alaska Chemical Dependency Counselor Certification II (CDCII).
  • LCSW, LPC, or similar.

Minimum Qualifications for all Job Levels:

  • Valid Alaska driver’s license and insurable under CITC’s automotive insurance, which requires a driver to be at least 21 years of age and have had a driver’s license for at least three years.
  • Continued employment is contingent upon completion of a satisfactory state and federal fingerprint criminal background check.

Physical Requirements: 

  • Primarily works in an office setting, with extended periods of time at a desk and on a computer.
